No, I certainly am not an American and I do know what "if it sounds too good to be true, it probably is" means.
"If it sounds too good to be true, it probably isn't" is the opposite of that.

Ownership only changed once, officially. The registered owner was the only one who was involved in the paperwork transaction/transfer according to the OP. As far as the LTD would be concerned, the person who was physically selling the car was not the registered owner and could only be involved in the transfer on a personal financial basis with the OP, surely? There should be no fees for his involvement.

What size wheels did the pickup have fitted and how would the tyre profile have any bearing on this incident (even if you knew what the profile was)? Are low profile tyres fire hazards?

Her admission doesn't alter the fact that she had immunity at the time. What is relevant is that, whether we like it or not, at the time of the incident she was entitled to diplomatic immunity.

Yes, I did read that and nowhere, in any reports, whether you underline it and make it "slanty" [sic] or not, are there suggestions that she may be a foreigner so there's no chance whatsoever that this Thai woman could be giving foreigners a bad name.

Apparently she is, if she wasn't she'd have been arrested.
Regrettably, certain members of the diplomatic community are entitled to the protection they are given by reciprocal agreement with various governments, the fact that we may not like the outcome is neither here nor there.
The protection that she enjoyed also applies to UK diplomatic personnel overseas, that needs to be borne in mind when demands are being made for agreed protection to be withdrawn.
