Patient's or "cases?"

People without signs and symptoms of illness are not patients. "Cases" do not require hospitals, or hospital beds or hospitels. Someone is getting just a bit overzealous

This must be a hotel decision... maybe the hotel staff there are not able to book the test by credit card and may be the reason the OP is having such a hard time. 

One consideration. Many have gotten tripped up with the SHABA reservation certificate from the hotel. Were you able to upload this certificate from the hotel?

This is what I tried to advise the OP. Pay through the hotel and upload the document confirmation, I didn't know what it was called. So apparently it is called the SHABA system. So you upload a "Shaba reservation certificate" and/or as Ubonjoe posted a receipt of covid test appointments.

You're not a patient if you are asymptomatic... No hospital or hospitel required.

Most of the larger hotels already have changed their process and added the testing fees which will be listed on the receipt. So just to clarify... you are saying that the hotels are now adding testing fees as a separate charge, and that separate charge will have its own receipt, and this is what the OP will need to upload for his COE? Correct?

Simple answer: Of course it's enough. All depends on what you want/are looking for and how much money and energy you want to put into it. 

I chose a 4 rai piece so that I could have some additional perimeter security. Plenty of room for house and guest house and pool. If you are in "retirement" mode, then you're going to need to factor in long term gardening help/costs. I've done it very affordably in the rural area of Thailand... for me, I would not choose to live in or near a city. I'm close enough to transport air and land that was my only consideration for location.

Ok. It seems to me, when you book your hotel that has been registered with the Ministry of Tourism and Sports and Tourism of Thailand you meet the requirement. Your "proof of payment" is your receipt of 14 day hotel booking. Upload that. And... again, it seems that the expectation is the hotel will in turn arrange for the PCR testing and payment of that testing. So... if I were in your shoes, I would simply upload the hotel booking as fulfilling the immediate need to get your COE.

The "authorities" declare this to be a deadly pandemic, requiring all of the draconian measures and loss of our freedoms, up to and including incarceration, to stop the deadly virus, yet put sick people into nursing homes with non-sick people and sick people in non-clinical settings with non-sick people and we are suppose to take them seriously... Question: Does the unsuspecting tourist know that if they test positive are asymptomatic, they may likely end up incarcerated in one of these "Hospitels" with actual sick people? Just to be clear, you are not a "patient" and asymptomatic. A "case" doesn't make you a "patient" and a Covid test, without signs or symptoms of illness likewise does not make a you a patient. And... putting sick people with people that are not sick is really not the best idea. With such a deadly disease, symptomatic quarantine patients should be done in negative pressure hospital rooms.

If this proposal gave PR, then it would not be so ludicrous... what happens after 10 years? I would be willing to invest in the Greece PR... would need to read the fine print of the 10 year limitation.
