There is a major inconsistency in the requirements !
In Bangkok, the PCR test on arrival is conducted by the hotel.
In Phuket, the PCR test on arrival is conducted at the airport. This is not stated anywhere.
All the SHA+ hotels in Bangkok advertise these facilities but very few SHA+ hotels in Phuket advertise any facilities, not even the airport pickup.
Yet the requirements for the issue of the Thailand Pass explicitly states that the PCR test and airport pickup must be shown in the hotel booking evidence.

Absolute insanity. The guy was having a quite early morning coffee at Nai Harn. I know the coffee spot.
Wiped out by taxi mafia who could give a RA about anything because he is invincible. We knew the guy. He was harmless. About time driver education cut in but Thai is too dumb to recognize this.

The Digital Government Development Agency = incompetence.
What digital agency -
1. Posts documents in PDF format and only accept returns in JPG.
2. Does not make provision for variance in Passport Number formats.
3. Does not test presentation in popular browser formats.
4. Fails to test functionality.
This Agency has a long track record for incompetence and needless to say countless stress and loss of travelers monies.
Is it any wonder that Thailand is the laughing stock of the travel industry when so many barriers are put in place for the genuine visitor.
They have had many years to achieve competence with the 90 day notification but just cannot do it.
Perhaps hiring professional IT personnel would be a start but then they too would also have to contend with all sorts of irrational decisions.

My understanding is that 547,584 represents the target number of people to be vaccinated as reported by PPHO ie. 70% of the TOTAL population (including children)
The fudging of the figures is that the percentages reported are always the percentages of the TARGET so in effect only 74.81% of the 70% have been double vaccinated ie. 52.5% of the TOTAL population have been double vaccinated.
Most of the vaccinated Thai Nationals received 2 doses of Sinovac and less than half of those have received a 20% of recommended dose of AZ as a third dose using a non recommended procedure. Recently there has been a small percentage of of mixing and matching 1 Sinovac and 1 AZ.
All in all a bit of a mess, Combine that with dodgy Chinese Antigen test kits, dual standards for International arrivals v's Thai arrivals and the whole system needs reappraisal. Countries elsewhere are starting to accept the infections are not controllable by restrictions and mandates.

Old CPU - I think you need to do a bit more editing. Your post appears as a rambling statement.
There is nowhere that I know of; changes the type of injection procedure and reduces the dose by 80% and tries to sell that idea from experiments from one Hospital.
To use your own vernacular, show me where and how you substantiate your comments.
