Photo is of a "municipal" dump about 2kms from a group of villages and 10km from a large town. It burns household waste, and possibly industrial waste, 24/7. There's no incinerator, chimney or pollution control. The waste is just burned on the ground where it is dumped. Is that legal? If not, is there anything can be done to stop it (as if anyone would listen)?
