Am helping retired American apply for Department of Education student loan Discharge Application Total and Permanent Disability. He is survivor of stroke here in Thailand. The form requires evaluation and signoff by a physician with current medical license in a US state or territory. I inquired explaining residence in Thailand and health issues and was told no exception on the license requirement. I have made inquiries at major hospitals here in Chiang Mai and been told no doctor has license in USA. Asked about VA approved hospitals physician being acceptable and told form required a US medical licensed physician signoff. I am not sure person can make long trip for medical evaluation. I think nearest possible location might be Guam. So, is anyone aware of a doctor here in Thailand who holds a current ,medical license in a US state or territory?

I saw the same change from FTT code to TPP code on a friends VA compensation and SS compensation deposits each in a separate bank account at different branches of Bangkok Bank here in Chiang Mai. Bangkok Bank seems to be saying this change was caused by a change made by US Treasury funds disbursement group. Both changes showed up for first time on March 3rd transfers into the accounts. I did a Wise transfer to one of the accounts on same day using code for funds being used in Thailand for living expense. That went through as a FTT transaction. Chiang Mai Immigration says they will not accept a TPP transaction for the 65,000 Baht per month visa extension.
