Some things never change. Back in the 60's we used to modify our scooters in California to make them loader and the cops were constantly inspecting and writing fix it tickets. Better get a faster and stealthy BMW. Fast as heck and silent. If they don't hear you they are less likely to catch you for speeding.

How about some smog controls on all the 4 cylinder diesel cars and pick up trucks that pour out that black smoke.
