The chances of Thailand starting a war are extremely slim. Do you really think war would benefit them in any way? Why would tourists visit a country that stirs up fights with its neighbors? In my opinion, the people best equipped to answer that are the Westerners who were present during the 2011 Thai-Cambodian border conflict. Back then, barely anyone talked about it, and Thailand clearly lost on the international stage. Today, Thailand makes an effort to avoid being seen as a war criminal, because it has already learned its lesson.
