Weed [and alcohol] in moderation is harmless, in excess alcohol is a much more potent poison. The debat reminds strongly of a witch hunt witout any footing in reality

    I live near by and cross the soi daily. There are no sidewalks and on a long stretch there are no buildings and overhanging trees make foot traffic very difficult to spot.

Donno about liability for tennants but would assume any damage are their responsibility; how settlement works is a whole different story
