Leopold II - Colonial leader of Belgium - had upwards of 20 million Congolese salughtered. At this point the numbers vary between Pol Pot, Saddam Hussein, Kim Il Sung, Idi Amin, Ho Chi Minh. Anywhere between 1–10 million range.
