remember your friend will need the documentation from his Embassy stating he is not married and can be married, then this form needs to be translated into Thai and stamped by the company who translate it, then he needs to take it to the MFA on Chaengwattana and get it officially stamped before he can get married.

After he has got married and has the certificate and the page from the Official Register he can then go to his local Immigration office and apply for a change from the Tourist Visa to an extension of stay in Thailand because of marriage to a Thai National.

No criminal record check is required. That is only required for an O-A visa (retirement). Your friend applies for a tourist visa, as he is not married yet. Once married he qualifis for a non-O visa.

I expect letter is done same day but don't know for sure as various Embassies have different rules and procedures. Being 42 is not a problem for marriage extension of stay. Letter is fine in English.

I had to take the proof of income and get it stamped in bkk,

worked well in both Vientiane & Bkk, ( to make non-O) but the immigration in Jomtien refused to renew after 90 days

You can never just go to immigration every three months. What you can do is extend your stay one year at a time with proof of 40k per month income or 400k in bank account for 2 months. Wife/marriage certificate/her ID and home register/photos in home together and outside with number showing/copies of passport/visa/permitted to stay stamp/departure card/TM.7 with current photo/1,900 baht fee/proof of address. Apply during last 30 days of non immigrant O visa entry and you must return 30 days later for official stamp after approval in Bangkok. There may be one set (Bangkok) or up to 3 sets of copies required. After this you must report address every 90 days if you do not leave Thailand and if you leave Thailand you must obtain a re-entry permit first to avoid losing the extension of stay.

Also, buses heading out of town will be crazy full. I did this several years ago and it took HOURS just to get out of Bangkok. The bus station was crazy packed and we had to wait a long time to get a seat.
