When i receive money (small sum) via paypal to my thb account is the money considered to be coming from abroad and can i get FETF form for that?
If this is the case can i get FETF form for money received 2 years ago?
Is there any restrictions on moving this money like if i want to sent them to bank in another country?

your baht is worth the same as it always was unless you plan to spend it internationally.
Which I have been saying for 30 years or so - that 3 baht bag of Cha Dum Yen will still cost you 3 baht doesn' matter what the exchange rate is...........if you live in Thailand, enjoy the high exchange rate, when I first came here the baht was 20 for a $1.......but we lived well on a thousand $'s a month.
Many food prices gone up by 100% and more for the past 6 years. Few examples:
1. Big Leo used to be 32 now 56.
2. Fuji set 180 baht now 320.
3. Coconut in lotus 9 baht now 35.
4. Phat thai kung in street kitchen 30 baht (8 shrimps) now 50 (4 shrimps).
5. Live shrimps 1 kg 120 now 280.
The inflation is big and weaker baht will drive it up faster. Therefore your savings in baht will lose in value pretty fast. So far the best solution (except investing in business so money make more money) was to open offshore account and keep money there.

With current exchange rate (35 baht/usd but who knows if it will not become 45 baht/usd) what might be a good way to reduce the loss if a person has some savings in thb? I was thinking about opening USD account but had some kind of trouble with banks do not want to open or asking for work permit or listing some very high fees on deposit/withdraw.

I noticed that too. I was rather offended by a cashier there that gossiped her way through the checkout job, never met my eye, didn't greet me even though I did to her, etc. I don't really need a wai, but that really leaves a bad taste. That said, I'll shop there if I need stuff and it's convenient. Not there to flirt with the cashiers ...How very true. Villa in particular really has gone down.
Honestly, that kind of bad treatment kind of makes me want to be rude back. How can you be rude to a cashier that doesn't care?
If I'm shopping alone, I just stand there looking at their face until they are forced to look at me, then I give a big smile and exaggerated "thankyou" - to emphasise my good manners.
If I'm with my wife, I just stand back and put my fingers in my ears...

The result is amount of fuc_ks the cashier gives about your good manners.

What will happen to the Alawite population of Syria if Assad falls?
The Alawite make up about 15% of the Syrian population (3.5 million out of a 2010 population of 22,457,763). if Assad is forced from power then the majority of Alawites will flee Syria for its neighboring countries and abroad.
The remainder that stay will either be ethnically purged from many areas or be killed in retribution.

Why dont you read this forum to get the information. You can get all the info here for free. No need to waste money on visa agencies.
there are some difficalties believe me. it is not thai student visa.The biggest one is show us $150000 (2 years studing + living cost, may vary) on your bank account.

just give them your phone number and price you want. usually lifetime 10000-12000 baht. they will call you by the end of a month.
Don't do this unless you want them calling you every month with 'offers' ... they bugged the hell out of my wife a couple years ago...
Once you get membership they stop bother you. Never received a call from them after.
FYI I paid 8000 for a year.
I paid 11000 for my lifetime a year ago.
