I would guess she needs to enter Thailand with a non-immigrant O visa, or change her current visa to a Non-imm O but I don't know that bit. Based on the spouse having an extension of stay, not work permit. Visa cannot be obtained by conversion, 1st step is non-imm O visa from a Thai consulate.
