That is not fair, I have visited the park frequently and often seen the ponds and lakes being cleaned out by what I assume is staff there, and indeed Thais. If the water is going bad it might be because of other factors, but not because of poor care. Anyone with experience of caring for a pond or even an aquarium, knows that once you have rot, it can easy spread out of control, and there is not much one can do about it. A new concept in this part of the world I know, but prevenative maintenence is in most cases much cheaper than fixing things after they break.
