NACC informs Juthamas of charge

The anti-graft agency has informed former Tourism Authority of Thailand governor Juthamas Siriwan of its corruption charge against her for allegedly accepting bribes from an American couple in return for the rights to organise the Bangkok International Film Festival.
Medhi Krongkaew, a member of the National Anti-Corruption Commission, yesterday said the NACC sent Juthamas its allegation against her late last month after its subcommittee had collected sufficient evidence.
He said the NACC had yet to obtain a written explanation from her in response to its accusation.
United States federal prosecutors have charged Juthamas with conspiracy and eight other counts under a law that prohibits US businesses from paying bribes in foreign countries.
The US federal indictment said the former TAT chief accepted US$1.8 million (Bt58.53 million) in bribes from American film producers Gerald and Patricia Green from 2002-07 so that the couple could run the BIFF and land other tourism-related deals.
Medhi said the NACC had obtained information from US public prosecutors regarding the case.
He added he was confident the evidence gathered by the subcommittee was even more convincing than that collected by the US authorities.

LOUISVILLE, Ky. (WDRB Fox 41) -- A former YMCA counselor who was indicted for sexually abusing four boys at a summer camp 20 years ago has been extradited to Louisville.
43-year-old Michael Bond had fled to Thailand, but sources with the Commonwealth Attorney's Office confirmed that he returned to the states early last month and turned himself in to Atlanta Police last month.
Today, Fox 41 News learned that Bond was extradited to Louisville on July 28 and is currently incarcerated at the Jefferson County Corrections Department.
Now, almost 20 years later, Bond is expected to stand trial for his crimes. Fox 41 News obtained video of his arraignment in Circuit Court on July 29.In that video, Judge Barry Willett expressed his frustration with the age of the case.
"I'm under the distinct disadvantage of not having an official file," he told Bond at the time. "Because of the age of the indictment, the file has been sent to storage in Frankfort and it hasn't yet found its way to Jefferson County."
Judge Willett agreed to appoint a public defender for Bond, who pled not guilty according to a court clerk. A pre-trial hearing was set for Sept 24, and Bond is expected to stand trial for his alleged crimes in Jan. 2011.
His bond was set at $100,000 full cash.
When asked about funds he might have available to pay an attorney, Bond admitted to having $2,000 in an account in Thailand.
In April 1991, Bond was indicted on four counts of sexual abuse in connection with the incidents, each of which involved children under 12. A warrant issued for his arrest at that time states the following:
"The above-named defendant unlawfully fondled [the affiant's] 8-year-old son's penis and buttocks on three or more occasions. The defendant was the child's counselor and activities director during the summer day care program at the YMCA. One of these incidents was witnessed by an assistant counselor."
All four victims made statements to the Louisville Metro Police Crimes Against Children Unit, according to the arrest warrant. Additionally, an assistant counselor witnessed some of the abuse.
Fox 41 News is withholding the names of the victims, who are now all adults.
Bond was roughly 23 years old and a University of Kentucky student at the time of the alleged incidents.
The Commonwealth Attorney's Office will not comment on why Bond decided to turn himself in.
Fox 41 News requested an interview with Bond on Thursday afternoon, but he denied that request.

A fugitive who's been on the run for nearly two decades is back in Louisville, police said.
Michael Bond is facing four counts of sexual abuse for crimes police said he committed in 1991.
At the time, he was a swim coach and counselor at the YMCA.
Bond is accused of sexually abusing boys under the age of 12 who attended programs at the Y.
In June, Bond's brother came forward saying he was in Thailand and wanted to answer to the charges.
Bond was taken into custody in Atlanta where he stayed until being extradited to Louisville.
He is being held on $100,000 bond.
He is due back in court next month.

LONDON, Aug. 12 (UPI) -- A former bodyguard and scuba diving record holder could die in prison for killing an ailing British woman whose ex-husband wanted her money, a judge said.
Paul Cryne, 62, received a sentence of life with a minimum of 28 1/2 years at a hearing Wednesday in London, The Guardian reported.
"You may well spend the rest of your life behind bars," Judge Jeremy Roberts told him.
Investigators said Cryne and Jeremy Birchwood both hoped to profit from the death of Sharon Birchwood, 52, who was a semi-invalid. She left her ex-husband 475,000 pounds ($745,000) even though they had been divorced for two decades. Birchwood, seeking a hit man who could not be linked to him, found Cryne in Thailand and offered him 30,000 pounds ($47,000) for the job.
Cryne, who once held a world record for swimming underwater with scuba equipment, had blown through a large insurance settlement from a boat accident in Malaya.
Investigators linked Cryne to the killing through DNA at the scene that matched DNA found at Birchwood's house. They also found his fingerprints, on record because of a 1972 conviction for assault.
Prosecuting, Mark Dennis QC said electrical cord had been repeatedly wrapped around her head and a small metal handle had been used to tighten the cord, acting as a tourniquet.
After the guilty verdict was returned, Judge Jeremy Roberts said of Cryne:
"He may be right in thinking that he'll die in prison."
Mr. Dennis was correct.

There's more articles on the topic available for discussion, but I hesitate to post further off-topic here. For the first news, it dovetailed perfectly on to the reply made previously (even though it was a facetious prognostication, it foretold the future precisely), but I agree it's subject matter is not on titled topic.

26 red shirts to face arson trial in Udon Thani

Provincial prosecutors on Wednesday completed their review on cases involving red shirts in Udon Thani, deciding to target a first batch of 26 for trial.
The Udon Thani Provincial Court has scheduled Thursday for notifying charges to the defendants.
The defendants will be tried on two separate cases, prosecutor Sirichai Suthiwirakachorn said.
In the first case, some 71 red shirts have been named defendants for charges related to the torching down of the Udon Thani provincial hall on May 19, the day of riots after the main rally of the red shirts ended in Rajaprasong, Bangkok.
Of the 71, 11 have been arrested and under remand. They will be prosecuted while police are conducting the manhunt for the other 60.
In the second case, 15 of 46 red shirts arrested have been named defendants for charges related to attempted arson at Muang District Office in Udon Thani.
Pending the review by the Department of Special Investigation, the unindicted 31 would be freed from remand if the DSI decided not to press charges for violating the state of emergency.
The two cases are among nine legal proceedings related to May 19 riots. The third case, related to the burning of the Udon Thani municipal office is expected to reach the trial stage by next week.
The remaining six cases are still in the investigative stage.

Pheu Thai to push for Chavalit as next PM

The Pheu Thai Party will, at the upcoming poll, campaign for its party chairman Chavalit Yongchaiyudh as the next prime minister, party spokesman Prompong Nopparit said on Wednesday.
Prompong was speaking after Chavalit paid a visit on Tuesday to his Nakhon Phanom constituents, pledging to contest the race for the position of prime minister in a second term.
Chavalit served briefly in 1997 before resigning to take responsibility for the financial crisis.
"Chavalit is the pride of Pheu Thai," the party spokesman said.
Chavalit is expected to run for a House seat in Nakhon Phanom at the general election in order to qualify for wrestling premiership from Abhisit Vejjajiva.

UN Receives Thailand's Petition on Issues with Cambodia

The United Nations received clarification letters submitted by the Thai government last night in response to Cambodia's claim over Thailand's threat of force.
Deputy Director General of the Foreign Ministry's Department of Information, Thani Thongpakdee, said the government sent letters of clarification to the presidents of the United Nations General Assembly and the United Nations Security Council last night, regarding Cambodia's allegations that Thailand has threatened to use force in settling the border dispute.
The details of the letter are as following:
1. The Thai prime minister's statement as it appeared in Cambodian Prime Minister Hun Sen's letter that he submitted to the UN earlier, is misrepresented.
2. Thailand gives importance to maintaining friendly relationships with its neighboring countries.
3.Thailand intends to solve border disputes with Cambodia, based on the MoU signed in 2000.
4. Thailand has always strictly adhered to the UN Charter and has acted in compliance with the 1962 ruling of the International Court of Justice regarding the ownership of the Preah Vihear Temple.
5.Thailand believes a friendly relationship is a cornerstone to the resolution of bilateral conflicts.
Meanwhile, the Secretary for the Foreign Minister, Chawanont Intharakomalsut, said the government does not expect a response from the UN, other than giving explanations and demonstrating the facts.
He added that the letter details how the conflicts between Thailand and Cambodia took place from the beginning.
Regarding Cambodia's encroachment on the disputed land, Chawanont revealed that the ministry will seek a diplomatic discussion with its Cambodian counterpart to express that Cambodia's reluctance to settle the conflicts could delay the listing of the Preah Vihear Temple as a World Heritage site.
Recently, Hun Sen called for the UN's intervention in solving the bilateral border disputes, claiming that the door for negotiation between Thailand and Cambodia has long been closed, and the matter has come to a dead end.

The current problem arises from Cambodia's encroachment of Thailand's territory in violation of international law, and in particular Article 5 of the MOU which states that:
"To facilitate the effective survey along the entire stretch of the common land boundary, authorities of either Government and their agents shall not carry out any work resulting in changes of environment of the frontier zone,
except that which is carried out by the Joint Technical Sub-Commission in the interest of the survey and demarcation."
