  1. in the meantime vigilantes roam the streets carrying weapons in their vehicles and with quick tempers and waste no time at taking the law into their own hands should they suspect somebody tried to disrupt their day, and lets not forget teachers beating toddlers in schools across the country, tuk tuk drivers ripping off tourists, rapes , murders and a list of other crimes which mimic Thai soap operas...all of which never see anything close to the investigation, punishment, follow through of prosecution, loss of face, or even jail time that this tour guide is facing....

    I'm scratching my head

    And a pretty unfit one where - practised - judiciary is even slightly concerned.

    IMO..the culture in general just hasn't learned the concept of taking responsibility...like a little kid..they act out of impulse without thinking of consequenses...and then assume that just saying "I'm sorry" is sufficient enough to move on...and of course there is no solid form of law  being properly enforced here....

    Several months ago I spoke to an English Teacher in CNX.  She was Filipina(never lived in an English Speaking Country) and said most of her students(elementary school) just repeat the English words she says.  As soon the students leave her class they pretty much forget everything.  

    and the reason why they choose a Filipina to teach is because they can get away with paying her a Thai wage which is half the price of what an native speaking American, Canadian, Australian etc would demand
