Does he know the fact, that there are a lot of russian, Thailand invited.

I am wondering, if all the deported people, would post the cruel, inhumane conditions in costidy and human rights abuse in all the social media.
It would mean totally face lose of all government officials in their beautiful uniforms.

It is so easy to fix the whole story.
The Thai Police and BMA should send disguised inspectors onto the streets to check Taxis and Tuktuks. As soon as someone is caught who does not want to use the taxi meter or refuses to use it, their taxi license should be confiscated immediately for 5 years, and the second time forever.
Some speeding measure cameras as in Europe with an automated Billing system.
If you don't pay your ticket within 3 months, your vehicle will be confiscated until everything has been paid.

I would wish, that less tourists come, because foreigner and the inported wines etc. will be discriminated again.

Then I have to request, that the Thai police fine every motorcycle 5000 Baht for riding on the sidewalk.
No kidding
I see thousands of then every day!!!
Even thought, that there are traffic cameras, I never ever see any police stop or fine them.

There is a reason, why Thailand has the most careless drivers on the planet. I see every day, every minute at least 5 traffic violations.
Because the Thai police doesn't really enforce the traffic laws.
e.g.
1. How many people do not wear helmets? Millions.
The punishment is 2000 Baht, but not enforced.
2. Driving with the motorcycle om the sidewalk.
The punishment is up to 5000 Baht, but not enforced.
3. Counterfloor driving.
The punishment is up to 5000 Baht, but not enforced.
4. Driving without legit driving license......
5. DUI.......
I could go on forever.
The sticter the traffic laws are enforced, less accidents would happen.
Thailand will never improve.

I totally get your situation. I had to find someone for my garden and house upkeep too. What worked for me? I just asked my neighbors and friends. You'd be surprised how many people know a guy who knows a guy. Especially in places like Rawai, word of mouth can be super helpful. Try hitting up some local community boards or Facebook groups.
Also, there's this coffee shop near my place where everyone seems to know everything about the neighborhood. Maybe there's a spot like that in Rawai where you can get some leads. People usually love to share their go-to contacts.
Reminds me, in Dublin, where my sister lives, she found her professional cleaners dublin through a community forum. They handle everything from cleaning to pool maintenance.

The reason is very simple.
Thailand only strlctly enforces laws against foreigners.
When it come to the own people, they are not really straight.
If they would enforce the traffic laws strictly, then the traffic fatallties would be less.
E g. Look at all the motorcylists. Always counterfloor driving, always on the sidewalk, only a few wear a helmet.
Cars always speeding and cross double lines.
If they would have traffic cameras which automaticly send a ticket, they they would drive more carefully.
The best would be, if Thailand established a traffic law as in Danmark.
The have an "idiotic driving" law. If the tempo limit if more than the double...
The car will be confiscated right away.
Thailand will never improve.
