Can the foreigner apply for yellow book without the approval of the owner?
No, the 'master/ head' in the blue book needs to give permission for those listed in the blue book. Likewise the 'master/ head' needs to approve who is listed in the yellow book.

How can you use it for flights? I could not buy a ticket for a flight as my name on the ID card is in Thai script yet the ID card of Thais is in english.....
I was unable to use it for an internal flight. I asked at the check-in desk why I cannot use it and I was told in English that this card is 'for staying'. However, the same person accepted my Thai driver's license because it apparently was 'for moving'. ????
The worst experience when using the Pink ID was with the Department of Land Transportation in Bangkok. When renewing my Thai driver's license I was asked for proof address. When I showed my Pink ID I was told that I need to bring the Yellow Book too.
In the end, it turn out this was not sufficient either; I was requested to get an official letter from the Ampur --that had issued my Pink ID and Yellow Book-- to formally declare that it is really 'me' who hold these documents.
Just for clarification, my appearance hadn't changed or something like this. When I spoke to the officer at the Department of Land Transportation, they more or less said the Pink ID and Yellow Book are issued by local authorities and are used by them; their department's requirements state they only except letters with a stamp and signature that is recent, unless you have a Thai ID card.

That doesn't work in temperate climes and it certainly won't work here.

adding gravel or laterite
Yes, indeed.. the local style of "foundation engineering" rather than adequate bottoming in the first place.

The issue here is not so much the angle of the road, but the used material itself.
First of all, you need a sufficient layer of coarse gravel or broken stones as a foundation layer. We are really taking about a minimum of 25 cm. From I can see, they used your fine builder gravel that is merely acceptable as a top layer, but not as a foundation
Creating an angel by having a small crest in the middle of the road will only a marginally help. If you use clay soil you need to increase the depth of the foundation layer.
There are other factors at play if you have a dam-line construction (raised road), such as the angle of the embankment and sufficient drainage at the foot.

Do you know where your waste goes?
We deliver what we can deliver, bottles, plastic, paper, etc, that someone can make money on, the rest we are stuck with.
How about compositing anything biodegrade?

Actually, it just dawned on me that your pic probably shows glass pool fencing...
Ive never had the chance to go to any of the big Thai hardware stores, but here in Australia, Bunnings have them sitting on the shelf, glass, mounting brackets, the lot.
Thanks for shedding light onto this.

Before drilling put something like gaffa or a similar thick tape on the area / s you are going to drill, it helps to keep the drill bit in the exact the spot you want to drill - - straight onto the hard surface the drill bit will want to "run off" on the porcelain, I would also start with a small masonry bit to give a pilot hole.
Absolutely, thick tap is very important.
Also try to use a small bit for a pilot hole and if needed bore out with larger bits subsequently.

used masonry bits in the past and the results weren’t great .
I can imagine that masonry bits don't work well.
I would try a bit for metal at low speed.

try to chisel out the existing tiles
I also think that will be the best solution in the long run. Good re-fishing jobs will never last more than 15 years; shoddy ones may disintegrate a year or two later.
Removing existing tiles is always a step in the dark (and in effect an unknown cost factor). I chipped off tiles that easily came off mostly in one piece. On another wall the tiles were "fused" to the wall and didn't come off without causing damage to the wall; in the end it was cheaper to knock down the wall and rebuild it!

professional tile refinishing services are available in Thailand?
Doubt it!
Possibly paint it if you can import proper ceramic tile paint. May want to re-grout it before hand.

ThankYou for all practical advises.
I can scrub/clean and I can do "cement-based skim render applied with a roller". It it possible to apply some clear coat or a sealer to have gray cement look.
A 25 kg bag like this should cover about 20 sqm (1 mm tick): https://www.jorakay.co.th/en/product/crocodile-skim-coat-sanded.html
Standard colour range: grey or white. If you want to keep it grey, you may not need coats of paint or sealer. Although they may slow down the turning green a bit.
PS: Render like this is normally put on with a trowel. But you can use a roller if you add a little bit more water and moisten the surface. The joints will still be visible if you do it like this.

HomePro told me to get mold remover, primer and paint
You'd end up using a ton of (expensive) primer with a mediocre result.
I'd use a super thin coat of cement-based skim render applied with a roller and smoothed with a Venetian trowel as a base. Paint on top of this after a coat of primer.

On a side note: if your entire wall looks like this than this is a well-done masonry job.
It's pleasing to see that there are proper craftsmen out and about doing good work!

Why has Thailand not got the praise it deserves for containing Covd-19?
Could it be there's reluctance praising countries that lack transparency and the rule of law?

Btw, this contraption will be useless outside. The timer is feeble and will easily rot, presumably being some soft wood. The steel brackets will need to be treated well and will likely lead to iron sickness of the timber anyway.

Yes, looks like custom-made as already pointed out.

'good looking' is a local euphemism for anything in a skimpy skirt.

How to get Pink ID Card and Yellow Book- CM specific
in Chiang Mai

I don't think there are any regulations about what kind of non-Thais can be listed in the Yellow Book. But in practice most Ampurs will only issue a YB if the owner is your legal spouse.
