Your opinion.Wikipedia puts it in two places. So uninformed I am not.

As far as your statement of the decision being made by an office not an officer... Since when did you or anyone else get your entry stamp from an office and not an officer? I have personally witnessed in 2 countries people being denied / nearly denied entry from an immigration officer although the person had a visa. One was at JFK where they explained exactly what I wrote. They hold the ball. Can deny entry even if you have a visa.

You are the one wrong here. You said, "the officer" - wrong. Sorry ,I misspelled "higher rank officer", not "office". And you said "any reason they see fit" - wrong. Does wikipedia says that ? Then you made assuming and unfounded accusations toward the OP intentions... not good.
Furthermore this forum is about Thailand immigration, not the entire world. The legal reasons to deny entry are listed in law, and in fact Thai immigration (this is not the US) uses them, do you want to see the list ?
Hint: others that newly joined the forum like you, came here and wanted to teach and preach. Then they were told what is what, and are not trying anymore.
I recommend you accept the facts and move on.
Wikipedia doesn't generally include specific cases, ThaiVisa does although, I have read about several cases where entry denial is proposed to be grounded on false, unfair or unlawful reasons, (for example http://www.thaivisa.com/forum/topic/744109-has-anyone-on-2828-or-similar-equal-time-rota-actually-been-refused-entry/page-2) or a search for "entry denial reasons" renders more.
Fact is fact, immigration at the airport or land crossing can and does deny entry to people; to valid visa holders and even to it's own citizens! (my THAI wife was denied entry at PoiPet on her THAI passport, no amount of discussing or rationalizing would help the situation.) If anyone is interested in that crazy story I might find time to post it someday.
The rest can be argued to death, I have a life and I do not want to waste time or clog up the forum with a bunch of nitpicking and trying to show that I'm better than anyone else. This is not a priority of mine. I made no accusations whatsoever to you or the OP in my post, it was general information to keep in mind when weighing the options and thinking about THAI Visas or exempts to them as in this case.
I think many are unaware of the fact that the final decision of entry is made at the instance of entry, not by the embassy, consulate, and does not always "follow the rules" You and many members have repeatedly stated and confirmed that: "The Consulate websites do not have update credible information" (from the previous linked post) Many would agree that at times it appears they make up the rules as they go along. It can be a stressful and devastating situation, having as many real world facts on hand is something that comes in handy in these situations. Being arrogant and telling the official they are wrong and they cant or must do this or that will only get you in a worse situation in my experience. The information in my post is meant to give reason to people NOT to think they are entitled to entry because they think they are following the rules. I will not back down on the usefulness of this, I wouldn't have posted it if I did not believe it was useful information, again TV has too much un-useful bickering and downright rude posts.
I think a better HINT to new users is to share their experience knowledge and thoughts without regard to the bullies, arrogant, and often bitter users who seem to often jump all over people and give the forum an overall negative feel. I'm sure other lurkers and newbies such as myself appreciate helpful posts.
For the record: I did not newly join anyway, I've been here for many many years. I don't post often because for fear of being attacked.

Just a quick note.
All around the world a visa is the right to get to an immigration checkpoint. At said checkpoint the officer has final word as to wether or not on May or may not enter. For any reason they see fit.
That's just a fact that should be kept in mind when botching about immigration policy.
That is not a fact but your uninformed opinion. All of the world a decision to refuse someone with a valid visa cannot not taken by "the officer" but from a higher rank office that has the express power to do. It must be motivated and supported by the law, not "for any reason they see fit". and it goes accompanied by substantial paperwork. It can also be appealed. So, it not something that is done easily in Thailand or elsewhere. So in this case it you that botched posting.

A visa exempt of course would be even more unsure under these circumstances.
All non citizens are guests and have absolutely no rights to be allowed to enter. It's 100% up to immigration officers. Rules are guidelines for them only.
Now tell me I'm wrong!

Oh stupid me for thinking a phone is good to have to be able to call my wife if the police stop me or if I were to breakdown on the side of the road. Or call the police if I had an emergency. Not everyone lives and moves within meters of a public telephone / other means of assistance . My phone is also my translator, my gps, my notebook etc. just because I'm out moving about on songkran day doesn't mean I don't need those things. Has nothing whatsoever to do with selfies or Facebook.

Another heads up... In my opinion EMS is a waste of money. Yo can send regular post with REK for a fraction of the price. You get a tracking number and the recipient has to sign for it. Fully traceable and goes almost same speed. (7 days to EU) vs 3-5 working days for EMS. In reality they usually get there at the same time. You can pay 85 instead do 850 or more.

Would be good to agree same international server for test. Then we could carry out test to same server and compare results.
we defiantly have a consistent and reproducible problem here. All we need to do it go public with it, go to the top of TOT first, then go to the news. What we need is cold hard indisputable facts. This we can get if we all run the same tests.
I think everyone should run the same tests. http://testmy.net/auto has the automatic test that everyone could run for say 24 hours (every 15 minutes x 50 times) then we could get some real statistics and graphs from testmy.net and go in mass to TOT with the same info. Just make sure you turn on the option to test all servers simultaneously. http://testmy.net/multithread and make an account so you can keep your results.
And couldn't we move this out of Phuket forum since it is an issue affecting nearly everyone everywhere in Thailand as far as I can see.
I will go to the top with this, Im tired of paying more than in EU for internet and getting near modem (old fashioned kind) speeds. It is UNUSABLE evenings and weekends. I subscribe to Netflix, have 3 kids who use constantly, I have problems even using email most of the time. I would defiantly go the SIM card route, but you can not get unlimited data as far as I can see, and even 5-6GB would never cut it here.
No shit I might have a problem.... school is out for most now too.. so now the problem is only going to get worse.

Did it ever occur to you (and all who will surely agree) that maybe, JUST MAYBE, every journalist isn't a racist and chose PC words? Maybe the ones who added the word falang to the report on TV just assumed, or maybe not... does it REALLY matter enough to go on and on and on about it? I visited the park for the first time in August and there was SO much good information and So many signs explaining what to do and not to do and the reasons why. Very impressed by the place and how it is run.
This kind of thing happens, they warn and ask politely for people to comply to the rules, and PEOPLE ignore. And they get what they deserve in few cases.

Half of Villagers say poisonous half say not. If it is poisonous I'll have to go try to find the nest. Someone said this kind doesn't get bigger. Find that hard to believe. (It's about 15 CM long and 0.5 wide). Got it in a bottle would like to let it go. Just want to know if poisonous or not

I believe a pickup truck is designed to hold a maximum of 3 people in the front cab, and the bed is for non human cargo.? Why wasn't there any mention that the pickup was breaking the law by having 12 or more passengers in the bed? It was an accident for the bus passengers, but a fatal "crash" for the pickup since chances are this could have been prevented if there were the proper number of passengers in the truck, and alcohol/other drugs weren't involved (If further investigation determines they were). Of course there will continue to be such crashes as long as adequate road rules are not legislated and properly enforced
Every discussion is the same, why why dumb stupid why and why again... In which Thailand does anyone seriously think people witll stop riding in the back of pickups? IT AINT GONNA HAPPEN. neither will everyone wear helmets on MC's forget about it.. no matter how many police and how many laws and how well they are enforced it will still happen. the ones who ride there know the risks and accept them.
Furthermore pulling statistics out of my ass 90% of them are drunk drivers this is the one thing I believe they could do better enforcing on. this is the biggest problem. the other stuff is just a necessity, how are 16 poor people gonna get from Chechensao to Buriram and back quickly enought to get back to their toils and still have enough for beer??? On the bus? On the Train? Each one in their own car like in the West? but seriously let the 12 year old who is sober drive.. better chances I think..

At the risk of supplying some factual data to counteract the nonsense that those with an irrational phobia of snakes are spouting, consider the following:
Traffic accidents - reported 54383 - deaths - 7784.
Dengue fever - reported 133377 - deaths - 126
Snakebite - reported 7000 - deaths - 30
It would appear that those who keep spouting "think of the children" would be better teaching their offspring good road sense rather than imparting a fear of snakes.
It is virtually impossible to avoid "traffic" of some sort unless one is a hermit.
Mosquitos likewise are impossible to avoid if you ever leave your air-conditioned condo.
If you are bitten by a snake you are either very unlucky, careless or stupid, especially as most westerners daily work does not bring them into close proximity with the preferred habitats of snakes.
The first is karma, destiny, pre-ordained or whatever you want to believe.
Carelessness can be cured by education and experience.
You can't fix stupid.

I would think by definition a dangerous highway is one that statically has many accidents for whatever reason. 80% of statistics are pulled directly out of an anus... What's wrong with saying "many" or another term that doesn't imply someone standing in the dangerous road interviewing and testing drivers at night.
