Why add to the anxieties of non-Thais unlucky enough to find themselves living in Thailand?
The author should state that these are thoughts of one minister and not govt policy.
The only merit is that it gives yet another warning to non-Thais that they should start to make plans to quit the country.

An announcement this week to define these terms:
-Fully vaccinated - means double jab, approved vaccine, verifiable
-covid test - type, timing, result
-quarantine - definition of "none" does not include 1, it means 0 nights
-insurance - none should be required as no-one doubly-vaccinated gets hospitalised unless they have another desease
COE - not required as paperwork is verified by Immigration at airport... entry is on visa and return flight and tracking app, PCR is recorded online at airport, there's no quarantine, no insurance
Big thing to clarify is how do you tether the "tourists" to their sandboxes / presumably there are no sandboxes as once past Immigration you can go where you want.
SUMMARY
"Thailand is open" means the only change from pre-covid is the requirement for a PCR test within 72 hours of entry, negative test result ; a vaccine "passport" ; the tracker app.

If Thailand wants tourists in their hundreds of thousands and even millions, keep things simple with the visa, forget the CoE and if Thailand wants it this year then announce it formally through Immigration and the Embassies this week.
This week, yes, for this high season. Otherwise, stop f**ting about.

Well that's right, the hassle and overheads are still there - the COE procedure and forms, the taxi from the airport by hotel staff, the hotel, the PCR test, then release procedure.
14 days, 7 days, 1 day ... same old same old.
That's one point.
Then there is leaving all this to the last moment and it's looking like it's too late to pull in tourists for this year. People plan their winter breaks and they are booking other places.
People are permanently writing off Thailand as too much to handle and moving on to new undiscovered places.

That is about right. If you don't want to take any chances, get 3 months for 7,500; enter on a 60-day tourist visa and extend for 30 (you don't need the covid insurance for that extension, but who knows...)

Management of the pandemic has not been very successful, but the stream of absurd projections of tourist numbers has destroyed the reputation.
Another approach might be to publicise what has been achieved.
The drivers for tourism are ease of entry, in-country attractions and pricing. Skip the quarantine and health insurance deal with access.
Those able to upgrade the tourist infrastructure could "furloughed" and put on cleaning the sights and restoring monuments and museums.
As to pricing, this country has something of a good reputation to earn offering reliable value for money.

COE was created to verify that people entering Thailand weren't a threat by bringing in covid.
The method was quarantine and covid insurance.
Once you remove these requirements, you will have removed the COE.

Seems to me, if you enter on a 60-day tourist Visa and plan to extend 30 days, you should
-a) buy a flex return flight - for info, flexible costs in most cases €150 + any flight price increase
-b) buy 90 days of insurance.
To me, no tourist will entertain all this expense on top of losing one week in outdoor quarantine, plus "open" means restaurants are open but cannot serve alcohol and curfew 10pm.
So not for tourists, more for family visits and business.

"Open" means quarantine is reduced to 7 days and you can wander round the restricted area. So it's Phuket Sandbox extended to these other areas.
It won't achieve much. The difference in tourist numbers will come when the COE (Certificate of Entry) requirement is removed.
COE covers quarantine and insurance - no tourist in prepared to forego a week of their holiday allowance and cough up hundreds of dollars for insurance against a non-existent risk.
Incidentally, ou pay the hotel in advance and even if COE is dropped, it isn't refunded, you've lost that money, maybe €2,000. I have checked this..

It is not Thailand that is open. Phuket is open. But it's not a holiday as there's nothing to do.
"Open" means no quarantine and no special foreigner-only i suranné.
"Open" means pubs and restaurants are open.
Saying Thailand is open when it isn’t means potential tourists will find they've wasted their time checking it out and will simply vow never to look at Thailand again.
The TAT is supported and encouraged by the govt. Uttering these blatantly false statements discredits the kingdom. Id stop doing that if I were you.

There is no need to quarantine the fully vaccinated nor insist they buy insurance against covid-related medical expenses. There will be no tourism while those measures are deemed necessary.
The govts of visitor nations are taking Thailand off their red lists.
It is not too late to enact the promises of lifting restrictions from 1 November. If the industry has a little time to prepare and recruit and rehearse, there could still be some revival this high season.

Strange finding. It's OK because it's always been OK / others do the same.
So nothing ever need change on that basis.
Reality is that these four categories are "sales channels". Another example is cheap haircuts for OAPs. But this sales channel is based on race. That's not so good.
In practise, you can discuss price with the consultant and often a doctor will work at different hospitals, each with different pricing for the same intervention.

At one time, you could reserve a flight without booking and paying and this would get you through.
Sensible thing is to grant the visa and have the return ticket checked at the airport.
For info, a multi entry tourist visa (60 days) will cost you £150 in the UK. That is about 6,200 baht, which is more than the baht published price.
