From what I've read, depending on the bank and branch you visit, its easier at some than others to open an account (even if you don't have any type of visa). All you needs is residence certificate (which you'll have to get from immigration first). I've read that Bangkok Bank is the easiest to open with, or Kasikorn.
The problem is how will you transfer the fund if you don't have a bank account? You probably should show your fund at the airport and get a receipt that you had this fund with you when you enter the country. You can tell them it is for your visa or condo etc.

There are few options
1- You must have 800 000 in the bank for at least 2 months which in your case it may be difficult if you don't have longer visa. But you may open an account and put the fund in it and wait. You may have to exit the country one time and re enter again and get another 30 days visa. At this time you had the money in the bank for more than 2 months.
2- If you are on pension and your pay is more than 65000 Bhat a month. You can get a letter from your Embassy and can immediately apply for Non O if hopefully they will still do it. That is how I am going to try.
3- I heard there are agents that charge you more money and they will manage everything.

To get your Thai Pass I think you need the return ticket or just a ticket to outside Thailand. Let us say you buy a ticket to Thailand and from Thailand to cheapest country in the area

Even if you support them they will still jump to someone else once you left or even when you are there. You say you never support them so why should they keep on waiting for you? You are smart that you never support them so don't be sad you are a winner.

It depend which country passport you have. My friend had Denmark passport. He could not speak English. I went with him to immigration in Jomtien. Filled up a form to change his tourist visa to Non immigrant O visa and paid I think 1800 Bhat, then got a letter from embassy that his retirement pension is more than 65000 Bhat a month. Next day went to immigration again filled up retirement application form and paid 1800 Bhat and got it after a day. Next applied for single re entry visa and paid 1000 Bhat. So total payment was 4800 Bhat.
If you don't have 800000 Bhat in the bank or your pension is less than 65000 Bhat a month or you are from certain countries you have to pay much more probably between 13000 to 25000 Bhat.

Who is going to rent it? I used to pay 23000 bhat for a short time and 18000 bhat for long time rental of a flat worth 2.6 million in Pattaya. The rent for the same condo on long term is now 9000 bhat. If you buy a condo for 1.4 million and still can get 9000 bhat it may worth the Investment

Try to get a 6 months travel insurance. I think it will be cheaper.

Advantages:
1_The exchange rate is better. Almost 50 to a dollar against 31 bhat to a dollar.
2_ Widely English spoken.
3_ Cheaper bear
4_ Cheaper entertainment
5_ You can find a good girl friend who also may be more honest and doesn't demand large amount of money
6_ Used to be easier to get the resident visa (not sure how is it now)
Disadvantage :
1_ Not very safe, lots of crime
2_ Not as developed as Thailand
3_ Being Christian you don't see any open bar like Thailand. Everything is indoor and it is a kind of boring
4_ Cities are not as developed as Thailand
5_ I didn't see much variety of foreign food.
6_ Hotels and may be condo are not as good Thailand
7_ You can hardly find a city like Pattaya that offer you everything
Now choice is yours. I feel you may get more for your money but that would be at the cost of your piece of mind and beauty of the place.

The question I have is are you planning to move there because everything is better than Thailand or just because it is cheaper. Why should anyone move to another country just because they are the same as what Thailand was 20 years ago? I will never move to Cambodia because of cheaper bear or food. I had been there twice and in fact I didn't like it the second time. All the things you mentioned are cheaper than Thailand I found them even more expensive as lots of Korean, Chinese coming there. And to me honest I didn't see anything so wonderful that worth leaving Thailand for it. On the other hand if I leave Thailand for any other country I will rather choose Vietnam or Philippines and may be Indonesia or Malaysia.

I enjoy central Pattaya. It is close to most of entertainment venue. Access to all kinds of restaurants, shopping more easy, access to malls and movie halls. One of the most important if you are out on bike and rain start you can be in your hotel in few minutes. Imagine riding to Jomtien from central mall in heavy rain.

We should remember that all businesses have been effected in all the countries and not only in Thailand. Many millions have lost their jobs all over the world. Even if tomorrow Thailand open the border to the tourist even then not many people even have the means to travel. As it is even before the pandemic there wasn't much of European tourist due to increase in prices and strong Bhat. I feel we can't see many tourist coming to Thailand for the next couple of years , of course there may be good numbers of Chinees and Indian tourists.

Just check aqi in few Indian cities like Delhi, Noida, Faridabad. They are usually around 500 it goes upto even 800 or more. I think Pattaya is around 60. Why not move there

Yes it is crazy. I have Non immigrant O visa and extension on retirement. Have multiple reentry visa and had been living in Thailand for almost 9 years. I too left Thailand end of February for a holiday and still I am not able to go back. I have a permanent rental agreement for which I am still paying rental. My expenses in Thailand has never been less than 70000 Bhat a month, so I am contributing to Thailand economy as well.
I hope the authorities will understand soon that not allowing people like us to reenter Thailand on their legal visa is only harming Thailand economy.

You should have either 800000 in Thai bank for 2 months prior to apply for retirement visa, your pension is 65000 bhat a month or combination of the two. If you have proof of financial need you can get non immigrant O visa from another country which is valid for 3 months and when in Thailand change that to retirement visa. If you have a tourist visa also you can first change that to non immigrant O visa I Thailand by paying the fee I think 2000 bhat and then change that to retirement visa. About the agent done will do it that way by paying anything between 14000 to 20000.

The problem is no one is interested in 2 weeks quarantine that is going to cost them 3000 to 8000 US$. Tourist don't have few months holiday. I have a retirement visa, rent a flat in Pattaya which I still have. Currently outside Thailand and would like to go back. Why can't I be quarantine in my own place? If they need people to have long stay in Thailand or will be us who left the country before pandemic and now we can't go back. As long as they force people to stay 2 weeks in hotel of their choice that is going to cost huge amount not many people would be interested to go back.

I keep hearing that people get infected from the place they travel but not sure if they get it in that country or not. Usually before travelling everyone have to test and if ok can travel. Now how it show they are infected while in quarantine is a mistry. Do they get it in the airport, in plane or in a place they are quarantine no body knows. If you have to travel make sure you eat something right before boarding, don't eat anything on the flight, take sanitizer with you and clean the area like your table etc

Don't try to live in a country that doesn't want you, just visit as a tourist and extend your visa once or couple of times more as allowed. Thailand is not the same as it used to be anyway.
