With the television on from birth, loud music, loud parties, is it any wonder they ignore the barking dogs?
Very frustrating for many of us especially when the owners themselves do not seem to care. And not a lot we can do about it, sadly.

Being one who has always had a visa and only ever overstayed by one day (several years ago after getting my return flight date wrong), I do not see a problem with tightening the rules.

Nice story!
Actually fledglings often fall out or even "escape" by free will from the nest long before they can fly. People often believe them to become abandoned. That's understandable since the birds look quite helpless and you seldom see the parents around (that's because there's a human around! :-) ).
But in most cases the parents have full control of their whereabouts and continue to feed them. The risk of being eaten by various predators (incl. birds of prey or even crows) is higher though, since they're often unprotected and near the ground.
The above, I've often found to be true.
Many a time I've seen something similar.
But great kudos to the OP for caring.

I have had Thai people negotiate the rent on all but one property I have rented due to language problems.
Never paid more than one months rent in advance.
Cheapest was 3,000 a month for a 3 bed house and the most expensive was in Pattaya at 9,000 a month for 3 storeys. Cha-Am was 5,000 for 2 beds.
There have been many others I have turned down because of overpricing. It is a case of being patient.
Last trip I searched high and low for a condo. many were small boxes and 5,000+ a month. Eventually I found a 50sq mtr one for 5,000 a month in Pattaya.
Search long and hard and you will find.
