Having worked in police circles, the most fundamental thing they should have done (as a basic police action) was to shut the island down, swamped the area to ensure no one did leave .
Comb the small island for witnesses and other key evidence. No one excluded.
Their investigation simulates catching fish with a hole in your net. Then trying to find the fish who got through the hole!!
This would have narrowed the investigation immensely and also reduced the need for testing to an absolute necessity. Race and age are irrelevant.
What I have stated here does not require the latest equipment, just numbers of police which should not have been a problem. Two strategically placed boats would have done the trick. NO ONE ON THE WATER.
