From what the OP writes it does seem that the nursery is the best option. The aim to somehow instill some new values within a short time frame seems ambitious and the children will have a better time mixing with local kids in games or whatever the nursery offers. No other place springs to mind in terms of somewhere to have children out of the house and unattended by him or the mother and that is what I read as the key intention.

I understand that many departments of Immigration and Police use the motorbike taxis in a "I'll scratch your back and you scratch my back" arrangement so even they could make trouble for him as well as Thai beggars who might think he is on their patch. He might not know the law but that ignorance of law does not excuse anyone in most countries.

Unlikely he is just a tourist who bought such a bird but who knows ?
