If the minister is disgusted by the state of the ocean, what does he think about the state of the land?
Thai people have no respect for their environment so cleaning up doesn't matter much if the people that pollute don't change their ways.
Educating people would be a good start but most people won't change without incentives. Maybe sentence pulluters to community service or levy fines but who will enforce this - the police? Ain't happening.

Thailand has talked for decades about achieving a sufficiency economy but hasn't had the leadership to make it happen. Thailand can't simply drop tourism and switch to some other enigmatic occupation. If Thais want to achieve sufficiency and reduce or eliminate dependence on tourism they will need to dramatically improve their quality of education and develop a better class of government but it's a bit late for that now that the crisis is here.
So how are the people who rely on tourism going to live by following the 'sufficiency economy philosophy'? This works for the 1% but how about everyone else?

Folks with plenty of money pick really cool vacation destinations. Budget minded travelers choose Thailand because it is affordable.
Business execs come here for business reasons, and medical tourists come for cheap medical procedures. They don't come for the pristine beaches, safe environment, and healthy climate.

What might be a better use of resource is to address the problems of reliable power, clean water, clean air, and proper waste disposal. Covid-19 is a temporary problem, the filthy environment should be given priority.

Truth be told, many care more about the land than the locals.
It's a shame that the powers that be don't seem to recognise this, making it easier for the good guys to make this their permanent home.
If you start to feel Thailand is your home, immigration will gladly remind you that your stay is temporary. Unfortunately the powers that be don't view farang as an asset so positive changes in immigration won't happen any time soon.

These proposals won't do much to boost tourism and making Chinese and Indians the preferred guests isn't particularly brilliant.
How about making Thailand safe, clean, and more accessible to all travelers? I guess doing anything is a moot point until the coronavirus hype runs its course but these guys need to figure out real solutions instead of the pathetic simpleton plans they come up with.

Poor farmers and locals have no alternatives to burning crops and trash. Meanwhile mindless government authorities issue orders that people largely ignore and don't address the root problem.
Do they really think that halting construction for 3 days will make a difference? What about the longer term?

Along with farmers, countless people burn their trash which includes toxic favorites such as plastics and spent batteries.
The government doesn't offer any alternatives or properly educate the people and laws are ignored because law enforcement is rare.
Changes aren't likely but one thing is certain: officials will gather for photo ops, form committees to study the problem, and make giant vinyl pictorials to show at press events - SOP.

That might be something to brag about if it didn't go down every day. Speed varies wildly and often requires resetting the cheapo modem. I will say that it's more reliable than the power grid and tastier than the tap water.
