The scouser could probably give a definite answer. But I don't remember reading any clause that says you can only apply for one spouse visa in your lifetime. Some people may get married more than once. It's just that you will have the enjoyment of having to repeat the visa application process all over again.
You can read the rules yourself, see SPOUSES AND CIVIL PARTNERS and Part 9: General grounds for the refusal of entry clearance, leave to enter or variation of leave to enter or remain in the United Kingdom.
Perhaps more interestingly for you and your wife, if your stay outside the UK is over 4 years, are clauses 281(i)( b ) and 282.

The scouser is absolutely correct. I shouldn't have ruled out other types of settlement visas.

She would not be able to get a spouse visa without him, that's for sure. However, it may be possible for her to get a non-settlement type visa such as vistor, student, etc., if she satisfies the appropriate UK Immigration rules. As she is currently resident in Spain, she could apply for the visa at the British Embassy in Spain.

I am surprised, especially after their prior positive assurances. Did she not supply her bank statements at her original interview? Have the amounts in her accounts changed so much between the two interviews? Did she get the names of the Embassy officials that she saw?

To check whether a tourist need a visa you can search the IATA database which is publicly available on a number of websites. Click here or here to go to such websites.

I suggest she obtains a Thai passport for her daughter in the future. It would be the simplest solution, perhaps not for this time, but for future times. She would first need to obtain a Thai Birth Certificate from the Royal Thai Embassy in Australia. If she already has this then she could probably get her daughter's Thai Passport from one of the passport offices while they are in Thailand.

If your friend is a Thai national, then his/her daughter is Thai as well. She could get a Thai passport for the future. Then when she uses the Thai passport to enter Thailand, she won't have any problems overstaying in Thailand.

Currently, a US tourist visa's maximum validity is up to 10 years. It may be less but not more. How long a tourist can stay in the US during each visit is determined by the Immigration Officer at the port of entry, can be up to six months.

I don't think that it matters who helped your GF with the visa application. What is important is that the statements within it are true and how much proof your GF has to support them. As gsxd implied, she would have problems if some statements were false. Does she have a copy of her completed visa application form that was filed?

If you live outside Greater London, then you may send all your documents by post. Else, before going to the French Consulate at South Kensington, your wife must make the appointment via their website or by phone. Assuming that you are an EU citizen, she would need to bring:
1. Both your EU passport and her passport
2. Orginal Marriage certificate and, if applicable, certified English translation
3. Completed visa application form

She could ask the Embassy of Israel in Bangkok. Perhaps the Embassy can act as an agent on your friend's behalf so that she does not have to apply in person in Israel.

The following clauses may be relevant to your query:
3.6. Granting leave to remainIf there is no reason to doubt that the marriage is genuine then, provided the key points are satisfied, leave to remain should be granted for 2 years on Code 1. (In cases where there is reason to doubt the marriage see ANNEX A doubtful cases). The applicant should be advised that he may apply not earlier than one month before the end of the initial 2 year period, for indefinite leave to remain in the United Kingdom on the basis of the still subsisting marriage.
4.3. Delayed travel on Entry Clearances conferring leave to enter
A person who arrives with an entry clearance which has effect as leave to enter as a foreign spouse, but who has delayed their travel to the UK for some time after the "valid from" date, will be unable to complete the probationary period prior to the expiry of their conditions. Where an application for settlement is made, but the applicant does not qualify due to a delay in travel, an extension of stay should be granted to enable the probationary period to be completed. This should be calculated from the date of first arrival in the United Kingdom, when the entry clearance was activated by the Immigration Officer.

If she is getting a new passport, then she has to apply in person, as her fingerprint and photograph have to be taken on site. I'm not sure if it's possible to extend existing 5 year non-biometric passports now. Contact your nearest passport office for further information.
