Gee, hard to imagine it anything other than an accident. Intoxicated from a pubcrawl, wandering alone presumably at night, he falls. End of story. The only reason it makes news is the locale. This Asean "news" is simultaneously hopful and discouraging to anyone who was here during that farce. I'm glad people know Win and Zaw are scapegoats.
