It's good to extend the visa exemption but make sure that they distinguish true tourists from those visa-runners who want to stay long-term in Thailand on a shoestring budget.
Why not reintroduce the minimum amount of cash requirement?
Even backpackers are bringing money to the country. I dont think a backpacker would live with less than $500-$700 per month. That's still more than what 80% of thais are spending per month.

That's what European countries are doing. Most Western Europe has more than 70% of adults that already got 1 jab. All is open.
The problem in Asia, they always followed the "0 case strategy'. But it does not work with the Delta variant.
Now Singapore is the first asian country to chose to "live with the virus". They seem smart, like European, and smarten than most of asian countries.- 4

Thailand, like a lot of asian countries, where the first/second waves were not that hard, did not order enough vaccine.
Europe and USA which had big and deadly firsts waves purchased a lot of vaccine.
Results: Europe and USA will have a "normal" life with much less restriction than a lot of asian countries during 2022.- 12

They could vaccinate 70% of people in Phuket and only open Phuket airport for tourists.

I don't know where you are getting this 22% idea. Maybe from newspaper articles on specific testing sites. Certainly not from total testing data.
it has risen since but is still under 5%.
The thai website about covid is not working, here are the numbers I found in February:
30th Jan: Total Tests = 5,351. Positive cases = 930. ➡️17,4% positive
31st Jan: Total Tests = 3,714. Positive cases = 829. ➡️22,3% positive
1st Feb: Total Tests = 6,024. Positive cases = 836. ➡️13,9% positive
2nd Feb: Total Tests = 7,578. Positive cases = 836. ➡️11% positive

Even if they really open in October without quarantine for vaccinated people, I don't see 1 million tourists coming in those 3 months.
But at least with those figures, we won't hear too much those expats explaining that "Thailand does not need tourism". -

They are more probably targeting chinese that use thai condos to launder/invest their money outside China.

But these positives came in large majority from 'active case finding' which appears to be some kind of targeted approach.
But logically, when you have a high percent of positive, you would increase the number of tests, not decreasing them to know what's happening.
This is a deliberate strategy to keep positive cases low.
