The "slick" is for more grip in fast corners, the "treaded" one for a rainy day. Just imagine that would have gone through your windscreen.

One's actively consuming whilst driving (beer in hand when navigating the traffic). The other is having actively consumed drugs before setting out and engaging in driving etc (drinking with friends, getting drunk, then going off to drive the taxi).

To establish the latter they still will have to be caught first.
