If you have an Insurance, then you for sure not will go to a government hospital. there are a lot of private hospitals from normal price till expensive. Government hospitals people mostly go because they don't have the money or maybe a few who only want safe some money. But the time you lose there is mostly worth more!
You and some other here have missed one little fact. Many farrangs here live where there are no private hospitals around.

And yes, the law say that a TM30 should be delivered if you stay within another province over night, but it also say that TM30 is for always knowing where farrangs are, so only if you go to another province would not help much in that case, if you spend whatever number of nights at a friends house in the same province as you live, they will not get a clue of where you are if he not report. I know that for instance in Chonburi the IO demand a report as soon a you change adress, even within the same town. About a year ago there was several reports here on TV about people that had to pay a fee because they had changed hotel and it was not reported.
-
I have a feeling that one of the problems is that different IO:s do not coordinate the information provided via TM30. When, after living in another province for six months, I returned and asked if we should submit a TM30, I received the answer that it was not necessary because I was already registered at the address. And I am sure that I was registred at the second place as I delivered the TM 30 there by my self, since we had not submitted any TM 30 after comming back, I must have been registered at least at two addresses at the same time.

You have to clean it is the simple answer.

Jingthing you are wrong when you say that the rules for "O" and "O-A" are the same.

So you've obviously been getting annual retirement extensions in Thailand. So you started with an O-A. Applying for retirement extensions in Thailand would have been EXACTLY the same process if you had started with an O. So you don't need 800K in your bank account. So you've obviously been using either the income method or the combo method.

Wrong, the new rules from March 1, 2019 states that with an "O-visa" (1 year retirement visa) you have to have 800 K baht on a Thai bank account for at least 5 month in a raw and never less than the half over the year (if your married to a Thai the amount are to be halfed). For the extension, one time a year, I have used the income method.

As usual, there is a lot of "knowers" in here. So let me tell you this. I have been living in Thailand since late 2014 on an O-A. I have never left the country. I have because, of where I lived at the time, used three different IO:s, two of them, close to each other, the third 500 kilometers away. Never any problems on any of them. You do not have to have 800 or 400 K on a bank account, that is for those with an O-visa. However, as it looks right now, you in the future need to have an insurance that covers up to 400 K baht. That's it.

It is now about 4 months ago, but then both immigration in Phichit and Chonburi (Jomtien) told me that if I had been aboard and come back I always had to report when I come back.

Well it doesn’t say I can’t still get one at the consular outreach in Phuket in November so will do so as planned. My pension is well over the required income amount it’s up to Thailand to explain what proof they will want of that moving forward but my pension company simply offers letters stating that fact not leather bound presidential decrees signed in blood and sealed with the Whitehouse crest. Knowing Thailand they will want just that.
You are safe for one year, the new rules take effect on January 1, 2019.

As long as you do not leave the country, and according to the immigration office in Chonburi (Jomtien). You are covered by your 90-day report. It is however up to your host, it could be a hotel or a private person, that within 24 hours from your arrival to tell the closest immigration office or police station that you live there. If they fail to do this, the fee is on them, not on you.

As said of others, it uses to be like that. But as also said locals sell all the time. If the shop does not have an electronic cash register, they probably will sell to you.

Write to me directly and I will give you a possible solution

If a wine is affordable or not are decided by three simple questions;
1. Is it drinkable?
2. Is it free?
3. Is there more?- 1

And here it is all explained, that is how it should be. Can not guarantee that it is like that everywhere in Thailand
And if you need it in thai (text) to report wherever you live you find it here, https://chiangmaibaan.com/tm30/ (from immigration in Chang Mai)

1. Thais live in Thailand - Farrangs live in, eh, Farrangland
2. Farrang come to Thailand – Accident occur
3. Thai logic, if farrang not had come here, the accident had not happen – Farrang have to pay.

I bought it in Jomtien I will remember, I do not remember the shop's name or where it was. The chemical I bought in Phitchit by a circumvention seller. On the image of the package, you can see a phone number or two, try to call and ask.
According to my thaiwife you can buy it on most of the markets for thai people, and that there are "pickup-sellers" to both this and the chemical one. But as I remember it we bought it in a shop.

As we all know, the rules are different in different provinces. I live in Phitchit and for a couple of months ago I was down in Jomtien when it was time to report my 90-days. I get to the immigration in Jomtien and they told me that I have to make the report in Phitchit.Obvisoley, you have not had that problem, but here is a link to a movie about reporting that is made with the assistance of Jomtien Immigration Office, maybe it can give you any idea of how to handle your case. http://fabulous103.com/immigration-thailand-visitors-home/

Well, I would say that leaving the country is the same as to say, I am not living here anymore, but ok, I am not sure about what the thai laws say about this. Still I can not understand why "Thailen" can not report, it could be done up to a week before expiring day, and by this he get rid of the problem.
-
It is nearly like Ubonjoe says, but an overstay of 5 days are normally accepted, but the big question is, why not report in time and you will have no future problem.

Thailand banks new regulation
in Thai Visas, Residency, and Work Permits
Posted
Is the Thai banks agreement with the authorities, to control all digital transfers of 50,000 baht and upwards just a new nail in the coffin for the expats who live here as pensioners and on money from their home country, that have to be approved to be at least 65 000 baht a mounth. The decision will of course delay and in some cases problematize their transfers.
