There has been no official notice that I know of and, anyway, each municipality seemingly can decide themselves how to act upon any notice if it is given. My advice is unless your local police (municipal or other) have told you differently then you can open as usual. They are usually very late in issuing instructions because they themselves get those instructions at the last minute from higher up.

The man who fled was parked nearby and was a friend of the one detained and was not himself being detained at the time. It was only during the time they decided to check all the cars of everyone that he slipped away.

I can confirm that this was a special invitation to a group of young trainees (who are under a programme of the Ministry of Defence) to enable them to interact with foreigners; to practice their English skills and to get an introduction to police and security issues in a major tourist city. This is totally unrelated to any other Army endeavours despite the above speculations.
