According to a source that cannot be named, Thai household debt climbs to 104% of GDP in Q4 2024.
This includes informal loans which are not counted in official statistics released by the bank of Thailand.
The Collage I put together below shows 2 distinct peculiarities (one source been crossed out to comply with forum rules):
A) There is no downward trend looking at the Government numbers supplied over the past 3 years
B) Government numbers made public seem to be somewhat optimistic to put it mildly.

The Siam Legal expert did not explain whether or not a TIN is required if the funds transferred are NOT Income, but for example are taken out from a savings account.
It seems to me, that the Revenue Department automatically regards funds transferred from abroad as Income.
Correct me if I'm wrong - the actual Tax Declaration Forms seem to be void of a field where you could put corresponding data in (indicating amount as NOT income).

Correct - and as far as The Privacy binding (TFN) Rule 2015 is concerned, Kasikorn Bank is not a legitimate Recipient to receive Australian Tax File Numbers.
When I'm back in Thailand early in 2025, I visit the branch and if requested will tick option "C" and comment as you suggested. In addition I'll reference Rule 2015, issued by The Office of the Australian Information Commissioner (OAIC).
