The assumption is that Immigration's computers report to Centrelink. I've had a number of friends who report that they have personally experienced such a linkage. As you say, we shall see

well they may be expats but that does not mean they do not spend money back home in Australia. They may have tax liabilities, businesses, employees, alimony, child support, properties, etc. I guess it depends exactly on how one defines an expat.
I'm not sure that someone on the Australian pension is likely to have a business or employees. The government has clearly defined eligibility as someone actually in Australia on a certain date; anyone else is an expat, permanent or temporary

Try reading the Australian papers from yesterday online before you rush into print. As well it is NOT possible to apply online unless you already have a Centrelink CRN. A Centrelink CRN is not the same as a MyGov ID and you cannot create a Centrelink CRN via a MyGov login, incredible though that sounds. MyGov is merely a portal

If you want to see government stupidity in action, check the stories from Australia about the hundreds of people queuing at Centrelink offices to register for unemployment benefits - something that (unbelievably) can't be done online unless you're in the minority and are already receiving benefits of one kind or another

You're confusing "ordinarily resident" and "tax resident". The latter is a quite specific term relating to where you receive your income and which jurisdiction is entitled to tax it. It has nothing to do with where you live. The Thailand-Australia Double Tax Treaty will determine your tax residence, but the default position of the ATO is that if your sole source of income is Australia you are a tax resident of Australia even if you are not ordinarily resident in Australia
