It's a matter of perception whether they're "humane". All governments to some extent rely on the "consent of the governed", even autocratic ones. Look at how the Chinese emperor is trying to re-frame the narrative. In today's Economist there's a brief article on how North Korea's ruler is terrified of losing "the mandate of heaven" if Covid-19 runs amok in that country

As for the soap, it seems to me the main reason for washing isn't to kill the virus but to get them off of your hands all together and down the drain. I saw information once that the most important aspect of hand washing was friction. Rubbing your hands together. That's why surgeons scrub with a brush. Soap, hot water and plenty of friction to remove microbes and kick them to the curb, that's my plan.
It's also why drying your hands with a paper towel is more effective than using those warm air dryers that are popular in public lavatories

If this is the case I would find it quite believable depending on how close you are to the the person to whom you are talking that it could be transmitted.

China started in early December; it's now mid-March and very, very aggressive containment measures have meant that the Chinese peak has (probably) just passed. Western countries were less aggressive in their containment measures at first and for longer. As well, no-one knows whether we're in for the same two- or three-cycle epidemic that was evident with the Spanish flu - the second cycle was the most deadly. The earlier containment starts, the shorter the time to peak - probably. You need to go check some data modelling sites (Mr Google is your friend) for further information
