At state level in most U.S. states cannabis possession/use is not legal ("decriminalized" does not mean legal) and it is certainly not "sold and taxed" with the blessing of any government authorities (except for medical use in some states).  It is still technically illegal under federal law in all states.

It's irrelevant but perhaps he was working here with a visa and WP, legally.  Perhaps he had an Investment Visa.
