Who gets to decide this? Ukraine has weapons, they could've prevented it no?

Did they took it with force? how did that happen again?

My gf won't shut up about this actress, been talkin about it for 2 days straight already. Russians said they won't be taking Ukraine, just do whatever they are doing and then leave, similar to what US did to Iraq, Afganistan etc.
