The senator's speech was in reaction to the involvement with communists of an elder sister of Prospero de Vera III, chair of the Commission on Higher Education (CHED). Adora Faye de Vera was arrested by the police in Teacher’s Village East, Quezon City on August 24. She is wanted for multiple murder (with the use of explosives) and multiple frustrated murder charges filed at the Iloilo City Regional Trial Court Branch 22. She also has a separate criminal case for rebellion. “I have not seen her, and I have not spoken to her for more than 25 years since she decided to rejoin the underground movement. I do not share her views nor support her actions,” the CHED chief said, but added she wished her sister is safe and in good condition while in detention. In the case of the President, Vice President, Cabinet, Congress, Supreme Court, Constitutional Commissions and other constitutional offices, and officers of the armed forces with general or flag rank, the declaration shall be disclosed to the public, according to the law. “Public officials and employees have an obligation to accomplish and submit declarations under oath, and the public has the right to know their assets, liabilities, net worth, and financial and business interests, including those of their spouses and of unmarried children under 18 years of age living in their households,” states Republic Act 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees. (PNA photo by Avito Dalan) MANILA – The government-led tourism job fairs, starting in September, will help address tourism labor shortages in the Philippines, the Department of Tourism (DOT) said Tuesday. The department, together with the Department of Labor and Employment (DOLE), formally signed on August 30 the memorandum of understanding (MOU) for the staging of the "Trabaho, Turismo, Asenso! National Tourism Jobs Fair". "Displaced workers are definitely a priority of the Department of Tourism in partnership with the Department of Labor and Employment. So, what we intend to do is to give tourism job opportunities both to displaced workers, fresh graduates, and those wanting to shift into a career in the tourism industry," Tourism Secretary Christina Frasco told reporters in an interview. Based on the latest data from the DOLE, more than 12,000 tourism workers were displaced in more than 700 establishments due to the pandemic in the first half of this year alone. As the sector slowly recovers, several businesses are now rushing to fill gaps in job vacancies – an issue Frasco said was a "matter of linking the demand with the supply." "This Trabaho, Turismo, Asenso is specifically designed to link the demand with the supply and so we anticipate that a number of employers would join this, and a lot of applicants would participate," she said. As of August 27, about 279 establishments surveyed by the DOT, have reported at least 1,186 regular vacancies and 240 part-time jobs. The multi-month campaign will be launched during the Hotels Supplier Show at the SMX Convention Center at the Mall of Asia Complex in Pasay City from September 22 to 24. It will conclude in May 2023, with the two other venues to be held in SM City Cebu and SM Lanang in Davao City. The MOU was signed by Frasco and Labor Secretary Bienvenido Laguesma and witnessed by Tourism Undersecretary Ferdinand Jumapao and Labor Undersecretary Paul Vincent Añover at the Conrad Hotel. (PNA)

In a statement, Korean Embassy Consul General Lee Kyoo Ho said Korea is committed to strengthening its bilateral partnership with the Philippines in achieving clean and sustainable oceans by combatting marine plastic pollution. Through the Korea International Cooperation Agency (KOICA), Seoul will extend a USD7.7 million official development assistance that would also include the establishment of a marine litter monitoring system and training for officials of the Department of Environment and Natural Resources and the Philippine Coast Guard. "This year, KOICA targets (to complete) designing the vessel," Lee said. "This project is scheduled to be implemented from 2021 to 2025. But due to the pandemic, it has been delayed a bit." The vessel would be stationed in Manila Bay once completed, the diplomat shared. The Korea Export-Import Bank (KEXIM) also pledged to finance a USD105 million maritime safety project in the provinces of Romblon and Cebu in partnership with the Department of Transportation. Through this project, two buoy bases will be constructed and capacity-building programs for AtoN (Aids to Navigation) services would be provided. "Ultimately, this project aims at reducing risks of marine accidents and by doing so, contributing to protecting marine environment," the embassy said in a separate statement. "Korea will remain committed to supporting the Philippines’ initiative to promote and advance regional cooperation to keep our seas and oceans clean, healthy, and sustainable.” (PNA)

PHOTO: KEPPEL CORPORATION LIMITED SINGAPORE - Singapore is expected to get its first hydrogen-ready power plant by the first half of 2026 as the Republic transitions its power sector into one using less carbon-emitting fuels reported The Straits Times. The Keppel Sakra Cogen Plant, which can be run entirely on clean-burning hydrogen in the future, will be built on Jurong Island and is slated to produce up to 600MW of electricity, said Keppel Infrastructure, Mitsubishi Power and Jurong Engineering in a statement on Tuesday (Aug 30). This amounts to about 9 per cent of Singapore's peak electricity demand in 2020 and could power around 864,000 four-room Housing Board flats for a year. The combined cycle gas turbine power plant developed by Keppel Infrastructure will use natural gas as its primary fuel for now. However, the plant is also designed to operate on fuels with 30 per cent hydrogen content, which produce less carbon than fossil fuels, and has the capability of shifting to run entirely on hydrogen, the companies said. Hydrogen can be obtained in several ways, and when used as a fuel, produces water as a by-product. Currently, about 95 per cent of Singapore's energy is generated from natural gas, the least-polluting form of fossil fuel. Compared with Keppel's other power plants, more energy-efficient technology, and the use of hydrogen at the Keppel Sakra Cogen power plant will lead to a reduction of 220,000 tons of carbon emissions annually, the equivalent of taking about 47,000 cars off the road each year, the companies said. In addition, the power plant will be able to produce steam that can be used by energy and chemicals customers on Jurong Island for industrial processes, they added. The plant is estimated to cost around $750 million and will be constructed by a consortium comprising Mitsubishi Power Asia-Pacific and Jurong Engineering. The latest move to develop infrastructure suitable for hydrogen comes as Singapore aims to bring carbon emissions by the power sector, which now account for 40 per cent of the nation's emissions, to net zero by 2050. The Energy 2050 Committee report commissioned by the Energy Market Authority (EMA) earmarked the use of low-carbon hydrogen to meet energy demands as one of the strategies to hit this target. 680 new projects Nations across the globe are ramping up production of hydrogen to cut polluting greenhouse gas emissions, with the global Hydrogen Council reporting a total of 680 projects valued at US$240 billion (S$335 billion), a sharp spike from projects worth about US$160 billion six months ago. In addition to signing contracts to build Singapore's first hydrogen power plant, Keppel New Energy, a subsidiary of Keppel Infrastructure, signed an agreement with Mitsubishi Heavy Industries to study the feasibility of developing a 100 per cent ammonia-fueled power plant on "a selected site in Singapore". Like hydrogen, ammonia does not produce carbon when it is used to produce energy. Together, the future power plants will contribute to building a more resilient and sustainable energy sector in Singapore and South-east Asia, the companies said. On the Keppel Sakra Cogen plant, Ms Cindy Lim, chief executive of Keppel Infrastructure, said: "When completed, this asset will grow Keppel's power generation portfolio from the current 1,300MW to 1,900MW, allowing us to capture a larger market share as the demand for reliable energy continues to rise with Singapore's economic development." Said Mr Ngiam Shih Chun, chief executive of EMA: "Singapore's electricity demand is projected to grow with increasing electrification and economic growth. "The Energy Market Authority welcomes investments by the private sector to bring in best-in-class technologies in power generation."

South Koreans topped the list at 173,000 followed by Americans (139,000) and Cambodians (82,000), according to the General Statistics Office. So far this year the country has received 1.44 million foreign tourists, only 28 percent of the full-year target. Tourism revenues during the January-August period reached VND356.6 trillion ($15.2 billion), 80 percent of revenues gained from the same period in 2019, the year before Covid-19 hit, according to Vietnam National Administration of Tourism. With the numbers still not meeting expectations, the administration has urged the government to consider expanding the list of eligible countries for a visa waiver and doubling visa-free stays for tourists from western European countries to 30 days. The government is considering issuing e-visas to nationals of more countries. It now issues 30-day single-entry visas online to people from 80 countries and territories, including Australia, India, the U.K., and the U.S.

As for gasoline, his station has not bought enough to meet demand for fear of making losses. Thanh said that the station is given a discount of VND210 for each liter of gasoline and is allowed to buy a maximum of 3,000 liters at a time, which means a total profit of VND630,000 ($27). Meanwhile, the cost of renting a tank truck is VND900,000, which means the station has lost VND270,000 even before it has started selling. Then there is the cost of electricity and staff salaries. Every day the gas station loses VND1.5-2 million, he said. 19 petrol stations close According to the An Giang Market Management Department, as of Monday, 19 petrol stations across the province had closed while 36 had announced they were running out of fuel, accounting for nearly 10% of gas stations in the province. The department said the stations were running out of fuel because it was difficult to get them from distributors. In HCMC and neighboring Dong Nai Province, many dealers said that the amount of imported gasoline has dropped as increasing prices of oil and gas are making importers and distributors worry about suffering losses. The Vietnam Petroleum Association had proposed Monday that the Ministry of Industry and Trade regulate the price of gasoline on Sep. 1, instead of waiting until Sep. 5, given the strong fluctuations in global fuel prices. Nguyen Minh Duc with the legal department of the Vietnam Chamber of Commerce and Industry (VCCI), said the current regulation of waiting for ten days to make changes in gasoline prices does not still cannot allow local businesses to keep pace with price fluctuations in the international market. That leads to the situation wherein gas stations run out of stock before each price adjustment, he said.

Photo by VnExpress/Le Hoang The 1,330-megawatt Nghi Son 2 Thermal Power Plant in the central province of Thanh Hoa, which can supply electricity to over six million households, has gone on stream reported VN Express. With a total investment of nearly US$2.8 billion, it is the second biggest foreign project in the central province behind the $9 billion Nghi Son Oil Refinery. It is owned by the Korea Electric Power Corporation and Japan’s Marubeni Corporation and Tohuku Electric Power Corporation. It will be operated by these companies for 25 years before being taken over by national utility Vietnam Electricity. Its first turbine began operation in January and the second in July. Hirohide Sagara, chairperson and CEO of Nghi Son 2, said it is one of the few power plants in Vietnam to use advanced ultra-supercritical technology, which requires less coal and produces lower emissions than traditional plants. Coal-fired plants account for around 44% of Vietnam’s power production followed by hydropower (28%) and solar (14.8%). The country wants to reduce the use of coal and increase renewable energy to achieve its net-zero emission target by 2050.

According to official numbers, 164 people contracted Covid-19 each day in HCMC in the past week compared to 127 the previous week. In the week to Aug. 28, HCMC recorded more than 1,100 new cases, up 258 against the previous week, Nguyen Van Vinh Chau, deputy director of the municipal Health Department, said Sunday. The real number of cases, however, could be higher because many have tested and treated themselves at home without visiting any healthcare facilities, and these infections were not added to the official database. Along with the rise in daily infections, the number of severe cases admitted to hospitals has also increased, with an average 64 cases per day so far this month compared to around 30 in July. Currently, the city has a total of more than 250 severe Covid-19 patients and around 80% of them must rely on ventilators. Most are in the high-risk group of elderly people, those with chronic diseases and those that have yet to be fully vaccinated with two doses. In the past few weeks, the Omicron subvariant BA.5 has become the dominant strain of the new coronavirus in the city. "This variant has been confirmed to spread faster than others, leading to a possibility of a new wave of Covid-19 in HCMC," Chau said. Escalante said the area is a coral reef and people are allowed to visit although they are just being cautioned to be always alert to strong currents which usually occur during high tides. On Sunday, a group of 16 people visited for a day’s relaxation, but the trip turned tragic after four of them drowned at around 1 p.m. The Cadiz City Police Station identified the fatalities as Marlyn Aguirre, 33, and son McJohn Aguirre, 15; Remymar Ocon, 31; and Michael John Merabe, 13. The report said the elder Aguirre and the two other victims attempted to rescue McJohn, but they all drowned due to the strong current. Escalante said the city government has been planning to regulate visits to the Kabilang-bilangan Reef, considering that a lot of people have been coming lately to the area, which is just near the mainland of northern Negros city. At present, there is a 15-foot tower with a roof deck on the reef. He said the plan is to replicate the management of the famous sandbar in Manjuyod, Negros Oriental in regulating the activities at the reef, adding they intend to set up safety facilities and deploy Philippine Coast Guard and Bantay Dagat personnel. “I’ve long planned to implement this. We have budget limitations but it’s already in the pipeline. Then there is an untoward incident and it’s just unfortunate it happened to this group,” Escalante said. (PNA)

Romell Velasco, Bataan police director, identified the victim as Maj. Rizaldy Rubio, 43, a resident of Barangay Tapulao, Orani, this province. An attending physician declared the victim dead on arrival at the Orani District Hospital. The Orani police station said in a report that it received a phone call from May Rubio, wife of the victim, saying that her husband was rushed to the hospital after she saw his bloodied body with a gunshot wound in the right abdomen, sprawled on the floor. Prior to this, she said she heard a gunshot outside of their room. The victim’s wife is also a member of the Philippine National Police with the rank of chief master sergeant. DepEd spokesperson Michael Poa (File photo) MANILA – The Department of Education (DepEd) on Monday said authorities are taking the sexual harassment allegations against six teachers in Bacoor, Cavite “very seriously.” In a Viber message to reporters, DepEd spokesperson Michael Poa said they find the information surfacing online “disturbing.” “The allegations of sexual harassment in Bacoor National High School are very disturbing news and we are taking this very seriously,” he said. Poa said an investigation is underway and the accused teachers have been placed in “floating status.” “Upon inquiry, I was informed that the Schools Division Office was made aware of these allegations of sexual harassment last week and an investigation has already started and is currently underway. There were six teachers mentioned in the posts. Said teachers were not given any teaching load pending initial investigation on the matter,” he added. Amid allegations, the DepEd ensured they are firm to have “zero tolerance” against any form of abuse in schools nationwide. The allegations originally posted on Facebook were taken down for “violation of community standards.” However, a pinned Twitter thread is now circulating online, tweeted by Expresso, with username @expresso_o, which has gained almost 20,000 retweets and over 30,000 reactions. Included in the thread were supposed conversations between teachers and learners either being asked about sexual experiences with gay or simply invited to meet them to “try” performing sexual activity. A screenshot of a Facebook story of a teacher during the class opening week also included disturbing comments like “There numerous yummy [students],” and “That’s true! [They look] fresh. In the same thread, Bacoor City Mayor Lani Mercado-Revilla advised victims to file a formal complaint as they secure monitoring on the matter. “This has been reported to the DepEd Regional Office and at present ongoing investigation. The teachers involved are no longer holding classes. We will be monitoring this issue. Best if the victims/ students file formal complaints to Bacoor Schools Division Superintendent,” she said. Names of teachers were not disclosed as the probe continues. Just last week, another teacher was subjected to administrative proceedings after allegedly “bullying” or causing verbal abuse to a grade 5 learner in Camarines Norte. The learner was reportedly called “witch, stupid, animal" by the teacher, being the last one to finish their writing activity. The DepEd, meanwhile, provided psychosocial interventions to the affected learner. (PNA)

According to CNA, the authorities announced details on Wednesday after Prime Minister Lee Hsien Loong said during his National Day Rally speech that COVID-19 rules on wearing masks will be eased. Here's what you need to know about the new rules. PUBLIC TRANSPORT Masks will still have to be worn on transport modes such as the MRT, LRT and public buses, as well as in indoor public transport facilities like boarding areas at bus interchanges and MRT platforms. Masks will be optional on private transport modes such as taxis, school buses and private bus services. Passengers should check with private operators for additional service requirements, the Ministry of Health (MOH) said. While it will no longer be mandatory, drivers and passengers of taxis and private-hire vehicles are encouraged to continue wearing masks, especially if they feel unwell, said the Land Transport Authority. Masks will not be required at airports, naturally ventilated bus interchanges and in the retail areas of bus interchanges, MRT and LRT stations. Mask-wearing requirements for public transport. "The carrier may have requirements imposed based on his country of origin as well, so where there's a mandatory requirement for masks to be worn ... the mask must be worn on the flight itself," he said. However, there are countries where mask-wearing may be optional, like in the United States, he added. "In that setting, where countries do not enforce or will not require mask-wearing, flights to those destinations will not require mandated wearing on board the flight as long as the carrier has no such requirement as a condition for travel on that particular carrier as well," said Assoc Prof Mak. This means that passengers will need to wear their masks on outbound commercial flights and ferries from Singapore to destinations that require mask-wearing onboard. This also goes for inbound commercial flights and ferries into Singapore from destinations that require mask-wearing onboard, the MOH said. Masks will also be needed at retail and F&B establishments and communal areas located within hospital buildings, national specialty centres and polyclinics. However, masks are not required at physiotherapy and other allied health clinics for services like speech therapy and occupational therapy located outside hospitals, MOH said. RULES FOR FOOD HANDLERS Existing sector requirements on mask-wearing for food handlers continue to apply, the Singapore Food Agency (SFA) said in a statement on Wednesday. SFA made it a requirement in April 2020 for all food handlers to wear masks or other forms of physical barriers. This applies to all personnel engaged in the sale and preparation of food and drinks at retail F&B establishments, including hawker centres, coffee shops, restaurants, supermarkets, trade fairs, and non-retail food establishments, including food processing establishments and slaughterhouses, SFA said. "All food handlers will still be required to wear over his nose and mouth a mask or spit guard that is capable of preventing any substance expelled from his mouth or nose from contaminating food," SFA said. Face shields are not allowed because they are not considered as being effective physical barriers, due to a large gap at the bottom of the shield. In a proposal sent to collect opinions from relevant units, the ministry suggests that the holiday to welcome the upcoming Lunar New Year, the Year of the Cat, runs from Jan. 20-26, 2023, which means civil servants and public employees will have a seven-day Tet holiday; or from Jan. 21-29 to include two weekends. The ministry has said it prefers the seven-day option, which will guarantee that the holiday will not last too long and the number of days off will be equal before and after the new Lunar New Year day, which will fall on Jan. 22. After it collects the feedback, the ministry will submit the final plan to Prime Minister Pham Minh Chinh. Vietnam had a nine-day Tet break early this year that included two weekends.

Giving this update on Saturday (Aug 27), Transport Minister S Iswaran said that the ticket sales are a noticeably clear sign that Singapore is "back strong" and ready to host world-class events after the Covid-19 pandemic. "After a two-year break, this year's Singapore Formula 1 Grand Prix is set to make an extraordinarily strong comeback. The ticket sales have been very strong," Mr Iswaran told reporters at an F1-themed community event at West Coast, where he is a Member of Parliament. "This year's ticket sales have exceeded that in 2019. So, it means that we are set to see the largest attendance at the Singapore Grand Prix since its inaugural year in 2008," he added. "I think it's a very clear sign of the interest and demand both locally and internationally for these kinds of sports events and entertainment." The Singapore Grand Prix was cancelled in 2020 and 2021 due to the Covid-19 pandemic. This year's event will be held from Sept 30 to Oct 2, after a contract was signed in January for Singapore to host the Formula 1 Grand Prix for another seven years — the longest extension for the race to date. "The organisers SGP expect a sellout event by the time we come to the weekend itself, and most importantly, it's a clear signal that Singapore is back strong," said Mr Iswaran, who is also Minister-in-charge of Trade Relations at the Ministry of Trade and Industry. He added: "How much further it will go ... is a function of both the capacity that the organisers are able to make available and ... we have to make sure that the event's quality and the experience that the racegoers have is preserved." The minister said that more than 40 per cent of the participants are usually from overseas and this should remain unchanged or could be exceeded this year. The 2019 race drew 268,000 spectators over three days, while in 2008, 300,000 people attended the inaugural race. CNA has contacted organiser Singapore GP on the expected capacity this year. Pointing to the F1-themed activities at the West Coast Community Centre, Mr Iswaran said that community outreach is an important part of the F1 event. "The objective is to bring the buzz, excitement and the experience of F1 to all parts of Singapore, including our heartlands," he said. He noted that there is a GP roving truck with race simulators which has been to about 17 locations, including community centres and schools. F1 screenings have been held at Suntec City, PLQ Mall and Dempsey, and will be going to more locations. Mr Iswaran said that as a major event that attracts international visitors, the Grand Prix also draws other kinds of activities like Mice events and several types of conferences. Major Events This year, Singapore will host the Milken Institute Asia Summit, as well as the Forbes Global CEO Conference, both of which will be held days before the Singapore Grand Prix. "The benefit overall is for our tourism industry, in particular hospitality — so the hotels benefit, the air travel industry, but also equally, the F&B and our retail sector as well," said Mr Iswaran. "Overall, I think it's a positive impact for the broader hospitality and other sectors that are associated with the Formula 1 event." Mr Iswaran said that there are many Singapore small- and medium-sized enterprises, contractors and service providers supporting the organisation of the race, totalling about 30,000 people. "I think it's a very strong and positive signal on the recovery in our hospitality sector," he said. "The hotels are gearing up, the hotel managers I have spoken to are very positive about the Formula 1 this year. They say the bookings are strong, the room rates are strong, and they have been able to mobilise the workforce." Responding to a reporter's question about concerns over the environmental impact of the race, Mr Iswaran said that sustainability is a national objective for Singapore. He noted that many of the F1 teams already have arrangements with fuel suppliers to introduce biofuels and other kinds of sustainable fuels. "We will make sure that the Singapore race does its best ... to be conducted in a sustainable way for now and for the whole duration of the contract and the period that we hold the race in Singapore."

  22. Last week we reported that the Provincial Treasurer’s Office (PTO) of South Cotabato was planning to conduct an auction sale for some 2,000 properties with arrears in real property tax (RPT). In a statement Thursday, PTO local tax operation officer Zenaida Erum said they have already published in local newspapers the real properties with unpaid taxes that are about to be auctioned on Nov. 22 this year. Most of the properties are agricultural and residential lands. She said they also have commercial lots, commercial buildings and residential buildings. She noted that the owners of the delinquent properties have a total tax due of PHP94,531,651, some going back to 1960’s. “Although some of these lands were inherited, the record from the Assessor’s Office shows they are still in the name of the original owners. The new owners are not aware of their undue taxes, some of them were surprised when they received the notice,” she explained. Is it fair? Of course, governments everywhere try to extract the maximum in taxes and property is one their biggest earners. That said you have to feel for some of the poorer owners who may have inherited a home or a plot of land which was passed down after relatives have passed away. Unable to pay extra costs they fall into default easily. Seems the authorities in those cases should have a truce so the new owner only needs to pay taxes if they want to sell. Many could be family homes and they cannot afford to pay huge taxes. Authorities appealed to these delinquent real property owners, especially those who received the notice, to consult with the PTO or the nearest Municipal Treasurer’s Office. “Delinquent taxpayers need to update their payment and must know what to do to prevent the auction sale of their properties,” she said. The property owners are given time to settle the tax delinquency upon receipt of the warrant. Failure to pay means the forfeited property will be published before the scheduled auction. Assume that the real offenders do lose the lands while authorities show a bit of compassion and work out a way to assist these poorer owners.

Rodolfo Azurin Jr. said on Sunday that he ordered a continued investigation to build an airtight case against the suspect, Gaspar Maneja Jr., alias Jose Francisco Santos, who was nabbed following a joint manhunt operation of the Criminal Investigation and Detection Group (CIDG-5) and personnel of Bulacan Police Provincial Office in Barangay Veneracion, Pamplona, Camarines Sur last Aug. 18. “Our personnel don’t sleep on cases. They make sure that they are built on strong information gathering to search and arrest the perpetrator of the crime. Following this is the filing of necessary charges against an arrested suspect,” Azurin said in a statement. The suspect was positively recognized by witnesses as the last known companion of the victim whose body was discovered in a grassy area of a bypass road in Barangay Bonga Menor, Bustos, this province last Aug. 12, two days after she went missing. Further investigation revealed that the suspect has three outstanding warrants of arrest for violation of Republic Act 7610, the Special Protection of Children Against Child Abuse, Exploitation, and Discrimination Act (Anti-Child Abuse Law); and rape with no bail recommended. Criminal complaints of rape, homicide and using a fictitious name were filed against the suspect before the Office of the Provincial Prosecutor in this city under Senior Assistant Provincial Prosecutor Catherine E.
