  1. More than 100 households in the Chrang Krahorm community are pleading with authorities to intervene because they are concerned about encroachment on their communal property. The family are from the Chrang Krahom community in Kampong Thom province's Bak Kre region, Choam village, Tang Krasau commune, Prasat Sambo district. They want the Governor of Kampong Thom, Nguon Rattanak, to intervene and protect the community's land from being encroached upon. They demanded that the land be returned to the family as their own. Residents in the region informed the media on December 12 that encroachment on their land has been going on for a long time and that community leaders and appropriate authorities have done nothing to stop it. They went on to say that the system seemed to be permitting the incursion to occur without consequence. Machines excavated and leveled their property, according to community residents, during this year's wet season. They came to multiple stops with the machine operators, preventing further land invasion. On December 7, a Kampong Thom resident carried wood for the construction of a house in the region, claiming that he had lawfully purchased a block of property in the area. The people claimed ownership of the land since 1993. The Ministry of Agriculture, Forestry, and Fisheries then put the land under protection. For the Chrang Krahom village, the ministry designated 898.25 hectares of land as protected territory. As COVID cases climb in Cambodia's ASEAN neighbors – and the Omicron variant spreads - the Kingdom's extraordinary run of 74 days of 'new normal' low case numbers continues, with another record low daily new COVID case count (diagnosed by PCR test) Today's official daily new COVID case count (as determined by PCR) was 15, increasing the overall number of COVID cases to 120,370. Concerns about Omicron, a novel COVID-19 variation that is highly transmissible, has a higher reinfection rate, and has been documented in over 50 countries, including Cambodia's immediate neighbor Thailand, Singapore, as well as America, Asia, Europe, and Australia. Cambodians must be fully vaccinated, according to Dr. Or Vandine, Secretary of State for the Ministry of Health, to guarantee that they are effectively protected not just against Omicron but also against any new strains that may appear.   3. Laos had a poor start to the AFF Suzuki Cup 2020, losing 2-0 to Vietnam in the opening match of Group B. On the 6th of December, Nguyen Cong Phuong and Phan Van Duc scored two goals to assist Vietnam win the opening match of Group B at the Suzuki Cup 2020 in Singapore. When Phan Van Duc got a header in the third minute, the Vietnamese supporters were ecstatic, but it went wide. Billy Ketkeophomphone took a close-range freekick for Laos in the 31st minute, but was unable to score. Billy is a professional French soccer player who was given Lao citizenship so that he may represent his country in the AFF Suzuki Cup. Cong Phuong's goal gave Vietnam the lead after a tense 45 minutes, and Phan Van Duc's goal came in the 55th minute.   4. This week, temperatures are expected to drop even further in Laos, with predictions predicting milder weather. Temperatures are projected to decrease by three degrees during the next several days, according to a notification published by the Department of Meteorology and Hydrology, notably in Laos' northern provinces and the Bolaven Plateau. From now until the 12th of December, the weather bureau predicts lows of 4 degrees and highs of 32 degrees. Temperatures in the northeastern provinces will range from 6 to 21 degrees Celsius, while temperatures in the northwestern provinces will range from 12 to 31 degrees. The central and southern regions will see warmer weather, with temperatures ranging from 16 to 32 degrees Celsius. Meanwhile, temperatures in Xaysomboune Province will range from 4 to 25 degrees, while temperatures in the Bolaven Plateau will range from 8 to 23 degrees. This week, Vientiane Capital will have lows of 16 degrees and highs of 31 degrees. Temperatures throughout the center and southern parts of the country, including Vientiane and the northern provinces of Laos, will be higher during the day. A 66-year-old man from Hongkha Village in Chanthabouly District, Vientiane Capital, died at Mittaphap Hospital this morning. He had lung cancer and had not received the Covid-19 vaccine. A 58-year-old man from Hongkha Village in Vientiane Capital's Chanthabouly District died at Mittaphap Hospital yesterday. He had high blood pressure and had never been vaccinated against Covid-19. A 94-year-old woman died at 103 Hospital in Nonkeo Village, Sikhottabong District, Vientiane Capital, yesterday evening. She had been properly immunized against Covid-19 and had suffered from hypertension.   6. As the chilly weather in Cambodia lingers, provincial and national officials continue to distribute winter clothing to the country's aged and needy. The Banteay Meanchey Provincial Administration contributed to almost 7,000 persons on December 8th. Winter jackets, among other things, were handed around the province to the elderly and disadvantaged to keep them warm throughout the cold spell. According to a representative from the Banteay Meanchey Provincial Finance Office, the project is on the Board of Governors' agenda. On the morning of December 8, the first donation location was in a restaurant in Phnom Srok, and the second donation site would be in Serei Saophoan City. At the second location, distributions will take place in the afternoon of the same day.   9. PM Hun Sen has urged Cambodians not to be alarmed by the Omicron COVID-19 variant's fast proliferation throughout the globe. The Prime Minister spoke at the inauguration of wastewater treatment systems in Preah Sihanouk province this morning. "Even though Omicron has come," the Prime Minister said, "I would like to underscore that we should not worry, that we should not fear until we lose control." South Africa has now confirmed that everything is fine.' The Prime Minister also remarked that there is no need to cancel flights to South Africa because Cambodia does not have any. He also stated that the restriction on ten African nations entering Cambodia should be reconsidered. The Prime Minister remarked that while these ten nations do not presently have direct flights to Cambodia, officials stationed at the international airport must tighten PCR testing protocols in the event that a transit passenger arrives in Cambodia. The Prime Minister stated that further testing for visitors from these nations is required. The PM also added that the shift in mindset, as seen by the lifting of the ban and the strengthening of health-related measures, is intended to avoid discriminatory behavior toward African countries, while Cambodia has also announced the reopening of foreign tourism areas. According to the World Health Organization (WHO) in Cambodia, South Africa was the first to report the novel mutant virus B.1.1.529 or Omicron to the WHO on November 24, 2021.   12. The Ministry of Public Works and Transport has approved passenger tariffs for travels on the future Laos-China Railway. On November 25, the ministry issued a notification recognizing the Department of Railways' recommended ticket rate for the Laos-China Railway. Two Electric Multiple Unit (EMU) trains, as well as a normal train service with discounted rates, will be in service along the line, according to the announcement. Services will run from four major stations, stopping at five different locations. Depending on the distance, fares range from LAK 38,000 to 529,000 (CNY 21 to 249). Passengers will be asked to present photo identification and a valid Covid-19 immunization certificate produced no later than 72 hours before to boarding the train, according to the notification.   15. Residents living near Phnom Penh's renowned Wat Phnom are pleading with authorities to help them deal with a swarm of monkeys that are wreaking havoc and hurting youngsters. Residents from Khan Daun Penh's Wat Phnom and Phsar Chas communes have raised their concerns. After large and apparently dangerous monkeys stormed their houses, causing fear, they expressed concern for their children's safety. Residents have warned officials that the monkey may attack individuals or cause property and goods to be destroyed. According to a resident of Phsar Chas community, some monkeys are hostile and have penetrated people's homes. "I'd want to beg that the local authorities, as well as forestry and fisheries officials, remove them to conservation areas or do everything they can since there have been youngsters attacked by fierce monkeys," the resident added. People in the commune no longer dare to leave their windows and doors open for fear of monkeys invading their houses, according to the resident. Those with little children should be extra cautious, and one youngster was allegedly taken to the hospital when a monkey scratched its face. The same occurrences were recorded by residents of Wat Phnom commune. Residents in both communes are becoming afraid. The Phnom Penh Administration yesterday reversed its decision and reopened all high-risk activities and companies, including bars, karaoke, discotheques, and entertainment shops, just two days after stating that they would be closed for another seven days. After receiving an evaluation report from individuals appointed to evaluate the feasibility of reopening the high-risk enterprises, Phnom Penh deputy governor Keut Chhe told Khmer Times that they chose to reopen. "The interim ban was supposed to terminate on November 28th, according to the previous statement. We chose to extend the suspension since we had not received the results. We decided to lift the suspension now that the results are in," he continued. The study revealed that the Covid-19 situation is well under control, that the majority of people in Phnom Penh are fully vaccinated, and that the decision to reopen is now in the hands of high-level authorities, with many areas flattening their curves, despite the fact that the pandemic is far from over. He went on to say that the analysis revealed that the Covid-19 situation was improving every day and that the number of instances was approaching zero. "We don't foresee a sudden influx of clients since people are still concerned about their health and avoiding the illness." "While relaxing out at the bar, clients would undoubtedly keep social distance," he noted. The manager of the Washington KTV, who did not want to be identified, stated that they are excited to reopen their business, but that they must wait until the entire operation is in order.   20. The Lao People's Democratic Republic has proposed that the two nations construct a joint border liaison team to improve information sharing and strengthen bilateral cooperation.   23. Thailand has made it easier for foreign visitors to enter the country, particularly those arriving by land at the Nong Khai border post. The Centre for COVID-19 Situation Administration (CCSA) in Thailand authorized the relaxation of entrance requirements for international visitors, including returning Thais and foreign residents, yesterday.
