  1. Today, Laos has registered 285 new cases of Covid-19 across the country, with 83 instances in the capital, Vientiane. Over the last 24 hours, 3,637 tests were completed around the country, with 285 new cases verified, according to the National Taskforce for Covid-19 Prevention and Control.   2. As the water levels in Poipet City increase and the prospect of imminent flooding looms over inhabitants' heads, steps have been taken to avoid flooding. The Poipet City Administration despatched a combined task team on the morning of October 18 to evaluate the flood situation and dig out a piece of the stream to discharge some of the water and prevent additional flooding. Sok San Village, Sangkat Nimit, Poipet City, and Banteay Meanchey were all involved in the operation. Poipet City's Governor, Keat Hul, issued a statement advising citizens in the city's lowlands to be on the lookout for possible floods. The governor went on to say that the river and stream levels are continuing to increase as a result of the recent rainfall. Local authorities, according to the governor, must continue to monitor water levels on a regular basis. Hul also advised parents to keep an eye on their children in case they come across venomous creatures trying to flee the flood. As rain continues to pour over the region, Banteay Meanchey continues to be flooded, with more rain forecast.   3. In accordance with the new normal, the Health Ministry issued a notification on Saturday modifying some quarantine restrictions for all travelers entering Cambodia. According to the ministry, the government has decided to reopen Cambodia in stages, with utmost prudence and responsibility. All visitors entering Cambodia must have obtained the basic dosage or be fully vaccinated against Covid-19, according to the instructions: (1) Government-authorized special guests or officials, as well as senior government officials returning from missions overseas, are exempt from quarantine. (2) Quarantine is required for three days for investors, technical personnel, Cambodian and foreign ambassadors, representatives of official cooperation projects, and government officials returning from missions overseas (including family members). (3) Under Visa A and Visa B, foreign diplomats and representatives of official cooperation projects are required to quarantine for three days if completely vaccinated or 14 days if not inoculated. (4) All travelers (including Cambodians and foreigners) must quarantine for seven days if they have been vaccinated, or 14 days if they have not been immunized. (5) Within 72 hours of landing in Cambodia, all general travelers must get a certificate proving a negative Covid-19 test. It, along with Covid-19 vaccination cards showing the full spectrum of vaccines and the date of immunization, must be recognized by the health authorities of their country of origin. Foreign travelers may be required to undergo a medical checkup and a health official may test for Covid-19 before being transported to a hotel or site designated by the Health Government for quarantine, according to the ministry. "If a traveler is unable to pay the service charge at a designated hotel, the passenger must go to the Health Ministry's quarantine center and adhere to the restrictions." "The state guarantees the expense," it stated. All travellers who have not been fully vaccinated against Covid-19 or who have not been fully immunized must quarantine for 14 days and must have booking reservation paperwork for a quarantine stay at any designated hotel, according to the ministry. “If they did not create the reservation form accessible for foreign visitors, they must be prepared to deposit $2,000 in cash upon entry to Cambodia to cover all costs associated with quarantine in Cambodia,” it stated. Quarantine can be booked at five hotels in Phnom Penh, according to the ministry: Sokha Phnom Penh Hotel, Courtyard by Marriott, Raffles Hotel Le Royal, Sofitel Phnom Penh Phokeethra, and Himawari Hotel. This warning will go into effect today, according to the ministry. In other news, the Posts Ministry said yesterday that the QR code system would be adopted starting today, based on the “StopCovid QR Vaccine” being linked to the vaccination database. The "StopCovid QR Vaccine" system is a collaboration of the ministries of economy, interior, defense, health, and justice, as well as Phnom Penh City Hall, according to the statement. The QR code will be rolled out for nationwide use. The ministry went on to say that the "StopCovid QR Vaccine" QR Code system has three primary functions: (1) facilitating the search for those infected with Covid-19, (2) controlling quarantine enforcement, and (3) identifying those who have been immunized against the Covid-19 vaccine. “This system will help limit the spread of Covid-19 by lowering the direct impact of vaccination card inspections without requiring the vaccination card to be on hand at all times or worrying about the vaccination cards being lost or damaged. It will lower the possibility of fake data on vaccination cards, in particular," it stated. By scanning QR Codes at the gates to ministries, institutions, hotels, guesthouses, restaurants, entertainment venues, condominiums, firms, factories, and enterprises, the system can reveal immunization information, photographs, and names of persons, according to the company. "Good results have been obtained through the execution of the national policy of vaccinating against Covid-19 across the country, as well as preparations for living with the new normal of Covid-19," it stated. "By confirming Covid-19 immunization at the entrance and exit of various locations, it is possible to preserve the establishment's safety, prevent transmission, and reduce the government's treatment load," it continued. The ministry recommended all company owners who have not yet used the QR Code system to do so by going to "stopcovid.gov.kh" and creating a QR Code for their website. According to the government, business owners must have consumers scan the location QR code, which will indicate their Covid-19 status on the phone screen using the new color coding scheme. If the indicator on the phone screen is red, it signifies the patron is at high risk of Covid-19, according to the report. If it's yellow, it means they've had direct or indirect contact with a Covid-19 patient and haven't finished their 14-day quarantine yet. If the phone screen is green, it signifies they have not made contact with Covid-19 and may be permitted admission if the 3 Do's and 3 Don'ts are followed. If it's "blue," it signifies they've been fully vaccinated against Covid-19 and have had no previous exposure to the virus. "We truly hope that everyone in the public would use the "StopCOVID QR Vaccine" to assure the global epidemic's safety, prevention, and control." Meanwhile, the Ministry of Health recorded 258 new Covid-19 cases Wednesday, bringing the total number of cases in the Kingdom to 116,665. 24 of the new cases are imported, while the rest are tied to the Community Event on February 20. Today was the 18th consecutive day of substantially decreased case numbers, as Cambodia made a small step toward'reopening' by reducing quarantine durations for vaccinated visitors to the Kingdom. The official daily new COVID case total for today was 195, increasing the overall number of COVID cases to 116,860. The Inter-Ministerial Commission for Combating Covid-19, in dramatic news over the weekend, decided on revised travel conditions and the implementation of health measures as well as quarantine requirements in Cambodia for travelers in accordance with the new normalcy, reducing quarantine periods for vaccinated travelers. With 19,365 instances being imported, the total number of Community Cases is now 97,495 cases. Today, 22 imported cases were announced while the number of imported cases seemed to be dwindling. Cambodia also revealed 12 more deaths, bringing the total number of COVID-19-related deaths in Cambodia to 2,670. Despite the decline in cases, mortality have remained quite high, with Banteay Meanchey province registering 9 deaths on Saturday. As active cases decreased, 279 recoveries were announced, bringing the total number of active COVID cases in Cambodia to 3,034 cases. This sharp decline in reported cases is linked to a new strategy of limited COVID-19 fast testing, which is the first step in moving the COVID-19 issue from pandemic to endemic status. However, this new approach has significantly reduced the number of reported cases, and when combined with the current policy of not providing any provincial or 'Delta' numbers, it is now difficult to determine the exact extent of COVID in Cambodia. There was certainly an upward tendency in The Kingdom, but the previous 18 days' results have completely reversed this upward trend, as shown in the graph below (please note that results may be up to 2 days behind): Cambodians are betting on the Royal Government's immunization program, which has been dubbed the "Cambodian vaccination miracle" and is depicted in the graph below.   5. Laos' government has began taking steps to address the country's chronic problem with illegally imported vehicles. Measures will be taken to prohibit and regulate the sale of illegally imported automobiles, as well as to recoup lost revenue. According to the Vientiane Times, the Prime Minister recently issued an order urging ministries and local authorities to collaborate in monitoring illicit vehicles and stopping future imports. Individuals, corporations, and organizations suspected of owning or trading in unlawfully imported automobiles will be scrutinized, with owners given one last opportunity to come forward and pay all applicable taxes and fees. Meanwhile, the Vientiane Capital Department of Finance has issued a notice requiring all people, corporations, and organizations running unlawfully imported automobiles to produce their documents to authorities by November 5th. Those who fail to provide their documents will have their vehicles impounded and may face criminal charges. Under existing tax legislation, seized vehicles become state property. Illegal Imports are a long-term issue. For many years, the government has attempted to eradicate the practice of illegally importing vehicles, with varied results. Officials were asked to investigate 5,639 unlawfully imported vehicles in January 2017, with the state losing an estimated LAK 66 billion in income. The Lao government then issued an order in November 2019 to investigate vehicle dealers, with tax officers being directed to take harsher action to address the issue of illegal imports. However, according to a car dealer in Vientiane Capital, the majority of illegally imported vehicles are luxury vehicles ordered by individuals rather than through car dealers. Vehicles are frequently ordered from third nations and trafficked across borders or imported with fake documentation claiming they would be utilized for projects, allowing them to avoid paying customs fees. "We want to see authorities working harder to inspect illicit vehicles thoroughly and make sure their owners pay the same taxes as everyone else," he said.
  6. Today, 573 new instances of Covid-19 have been reported across Laos, with an outbreak at a prison in Khammouane Province raising the total to 573. Over the last 24 hours, 6,512 tests were completed around the country, with 573 new cases verified, according to the National Taskforce for Covid-19 Prevention and Control. Three more cases are now under investigation. Community Spread by Province: In Luang Prabang Province, a total of 45 cases of community spread were recorded, with 12 cases in Nambak District. In Luang Prabang City there were 20 cases. Xiengngeun District saw five cases, Ngoi District saw three cases, Chomphet District saw three cases while Phoxay District saw only one case. In Bokeo Province there were ten cases, with two in Houayxay, and eight in Paktha District all are from Vientiane Capital with seven cases being workers from Konturen Village. In Savannakhet Province, there were 42 cases, including ten in Outhoumphone, and 32 in Kaysone Phomvihane City. In Vientiane Province, there were 86 cases recorded, with 35 in Keooudom, 22 in Hinherb, ten in Vangvieng, eight in Kasy, and seven in Phonhong District. Champasack Province saw 25 cases today, with ten in Pakse City, nine in Pachiangchaleunsouk, and six in Champasack District. Khammouane Province saw 161 cases, with 158 in Thakhek (157 cases in prisons), and three in Khounkham District. Total Cases: Laos now has 7,529 active cases of Covid-19, with 36 confirmed deaths, and 31,188 total cases. Meanwhile, 231 people recovered and were discharged from hospitals around the country yesterday. After the spread of COVID-19 has lessened, Youk Sambath, Secretary of State for the Ministry of Health, indicated that the Royal Government of Cambodia is examining and planning to resume economic operations in all areas, including the re-admission of visitors. The Secretary of State said yesterday at a ceremony to mark the arrival in Cambodia of 2 million doses of Sinovac vaccine from China that the Inter-Ministerial Commission has prepared a policy to reopen the country and to see what sectors need to be evaluated and ready to reopen. Ms. Youk Sambath stated that the Royal Government of Cambodia intends to reopen Cambodia's economic and social activities in all areas through the COVID-19 Disease Control Commission's working group. In addition, the Royal Government is working on regulations and strategies to restart tourism operations and welcome foreign visitors. This strategy and plan, according to Ms. Youk Sambath, might be submitted to Prime Minister Hun Sen for assessment and determination by the end of the year. The municipal government of Phnom Penh has chosen to extend its administrative measures for another two weeks, from October 15 to 28, in order to battle and prevent the spread of COVID-19, particularly the Delta version. The news was released in the evening of Thursday, as is customary for Phnom Penh authorities, crushing the dreams of numerous companies that were prepared to reopen, particularly in the F n B sector, such as bars. High-risk occupations and enterprises, including as cinemas, KTVs, nightclubs, beer gardens, and other types of entertainment industries, must temporarily close for another 14 days, according to a government decree published this evening. However, a health worker at a Chak Angre immunization center expressed concern about the slow uptake of the 3rd booster dosage campaign in Phnom Penh, saying: "The fact that the booster dose significantly boosts their immune system has been neglected since individuals believe they have received two doses, have had no symptoms or been exposed to the virus since their first vaccine on February 10, and hence the booster dose can wait."   10. China has sent another million doses of Covid-19 vaccination to Laos. A new consignment of Sinopharm Covid-19 vaccination from Hangzhou, China, arrived at Wattay International Airport in Vientiane Capital today. The vaccines were supplied by China to Laos as part of friendly relations, and are expected to assist the country reach its objective of vaccinating 50 percent of the population by the end of the year. China has now donated a total of 4,302,000 doses through this fresh shipment of one million pills, which is in addition to prior shipments. At Wattay Airport, Chinese Ambassador to Laos Jiang Zaidong gave the vaccines to Deputy Prime Minister and Chairman of the National Taskforce for Covid-19 Prevention and Control, Dr. Kikeo Khaykhamphithoune.
  11. In order to better cope with an increasing number of Covid-19 patients, Laos is considering converting underutilized hotels into temporary hospitals known as "hospitels." The National Taskforce for Covid-19 Prevention and Control is examining new measures for limiting the spread of Covid-19, such as enabling people to self-isolate at home and possibly even allowing certain patients to self-treat at home. According to the Lao Economic Daily, the Taskforce is now exploring creating hospitals in hotels after field hospitals were criticized by the public for their poor and sometimes unclean circumstances. The usage of hotels would also make it easier for medical personnel to isolate Covid patients, ensuring that the disease's transmission is limited. Dr. Lattanaxay Phetsouvanh, Director-General of the Department of Communicable Disease Control, was quoted in the Vientiane Times as claiming that the government has already put up interim facilities in hotels throughout the country. He claims that employing hotels as field hospitals is safer for the Lao people than treating them at home because each room is self-contained and has its own bathroom.

Covid-19 claimed the life of a 60-year-old man from Naluang, Luang Prabang City, who was suffering from kidney disease and paralysis. He had not been inoculated against the coronavirus and was taken to hospital on October 9th with chest tightness and breathing difficulties. On the 11th of October, he tested positive for Covid-19 and died in hospital on the 13th. In Luang Prabang City there were 135 cases, with 112 of these at a detention center in Pha Oh Village. Ngoi District saw 61 cases, while Xiengngeun District saw three cases, with only one case recorded in Chomphet District. In Bokeo Province there were 25 cases, with two in Houayxay, ten in Ton Pheung and 14 in the Gold Triangle Special Economic Zone (SEZ). In Savannakhet Province, there were 35 cases, including 24 in Outhoumphone, and 11 in Kaysone Phomvihane City. In Vientiane Province, there were 22 cases recorded, with two in Thoulakhom, one in Muen, and ten in Keooudom District. Champasack Province saw 11 cases today, with five in Pakse City, four in Phonthong, only one in Pachiangchaleunsouk, and Paksong District. Khammouane Province saw 148 cases, with 145 in Thakhek, and saw only one in Hinboun, Khounkham, and Yom Malad District. Total Cases: Laos now has 7,102 active cases of Covid-19, with 36 confirmed deaths, and 30,615 total cases.   13. Three hotels in Siem Reap have been named in a respected US travel publication as among the world's 10 cheapest five-star hotels. The three hotels – Grand Venus La Residence, Grand Elysee La Residence, and the 15-room Angkor Aurora – were ranked eighth, ninth, and tenth on a list titled "These 10 Five-Star Hotels Around the World Cost Less Than $40 Per Night," accordingly. The three hotels were all listed as having a room night fee of $39, and the list was published on September 30 by the monthly New York-based Travel + Leisure magazine, which stated that each hotel featured "has been independently picked and reviewed by our editorial staff." It's also a bit of a mystery how the magazine discovered the three small and very unknown hotels strewn across Siem Reap. But the true mystery is how these hotels give five-star service at such unbelievable low prices, a riddle that even hotel professionals in Siem Reap are baffled by. As one hotel owner put it, "Something is amiss — these hotels cannot be five stars for $39 a night." However, Samreth Narong nicknamed Johnny, the general director of Odomreach Enterprise, the company that oversees the hotels and provides some centralized expertise and amenities, disagrees. "We achieved five-star ratings because we supplied complete facilities and comprehensive services," he says, adding that good employees helped keep costs low as well. He adds, "Thanks to my staff for their contribution." “We wouldn't be where we are now if it weren't for them.” But even before it was published, Travel + Leisure's article was out of date because hotels, hit hard by the double whammy of disrupted roadwork and pandemic woes, shut down on and off, reduced services, and shut down websites, abandoning the notion of attracting international guests in favor of pitching for a domestic Khmer clientele by converting hotel Facebook pages to mostly Khmer language. Samreth Narong, who holds two university degrees in education and economics, began working at the Economic Institute of Cambodia as an enumerator in August 2010. He was promoted to senior editor of full SEO solutions in June 2011 and team head of Sophy Santhana Internet Marketing Service in October 2011. He helped establish Odomreach Enterprises, a premium hospitality management firm, in August 2016, and it employed around 200 people and had four hotels on its books before the outbreak — the three described in Travel+Leisure, as well as the Angkor Elysium Suite. "I own the Angkor Elysium Suite, rent the other three, and serve as managing director for all of the properties," Samreth explains. "First, I opened Angkor Elysium Suite, then Grand Elysee La Residence, Grand Venus La Residence, and Angkor Aurora," Samreth explains. "From operating Angkor Elysium Suite, we gained more real-world experience, and thanks to the great staff, I opened the other three." "From a personal standpoint, I opened these little boutiques based on market categories and locations." He went on to say that another issue in Siem Reap is the turmoil generated by seemingly never-ending road construction. "Because of the ongoing road construction, we may be able to open only one property or we may have to close all of them," he says. "As for Covid, I'm not a big fan of it."

The official daily new COVID case total for today was 268, increasing the overall number of COVID cases to 115,875 cases. Last Friday, Prime Minister Hun Sen stated that if the Covid-19 situation following Pchum Ben remained calm for at least 10 days, Cambodia will be able to resume its economy across all sectors. "If the situation remains unchanged for the next 10 to 15 days," Mr Hun Sen added, "I believe it is time to reopen the economy and society across all sectors under the new normal paradigm." With 19,285 instances being imported, the total number of Community Cases is now 96,590. Today, 24 imported cases were announced while the number of imported cases seemed to be dwindling.   21. According to an announcement by Laos' Prime Minister, the Laos-China Railway will open in December as planned, but will be largely utilized for freight transport. Dr. Phankham Viphavanh, the Prime Minister of Laos, made the statement during a remote press conference conducted in Vientiane last week. "By Laos National Day on December 2nd, the Laos-China Railway will be completed and operational," Prime Minister Phankham remarked. He stated that the Lao government intends to start operating the Laos-China Railway with a concentration on freight traffic first, with tourist transportation following when conditions allow. “Because tourism is a significant source of foreign currency in Laos, relevant sectors should work diligently to monitor and promote this sector. Mr. Phouvong Vongkhamsao, Deputy Mayor of Vientiane Capital, told Vientiane Mai on Wednesday that when police sought to limit traffic and implement a stay-at-home order during the lockdown from October 19 to 30, they were greeted with considerable public opposition. Residents flocked to social media to voice their displeasure with the police roadblocks, with many opting to commute through side routes to avoid the traffic jams. Dr. Li Ailan, the World Health Organization's Representative in Cambodia, told the Khmer Times Wednesday that reopening in a safe and sustainable manner is conceivable if properly managed. "For business reopening, we need to employ a robust risk management technique in all sectors, notably the business sector." Individuals must make the best decisions possible when it comes to Covid-19 measures. "Implementation and monitoring are critical," stated Dr. Ailan. "We have undoubtedly learned some lessons in order to achieve our goal of reopening the safe," she continued. She warned, however, that if the reopening is rushed without proper planning and risk management, cases would skyrocket, hospitals will be overburdened, and businesses will be forced to close again. “I believe this is the appropriate time to contemplate reopening the economy and our society in a secure and responsible manner. "The present Covid-19 response tactics must be updated to fit the New Normal, and appropriate policies must encourage all sectors to invest in risk-based, balanced public health and social measures," she said.
