I went to my bank branch (the Big Blue bank) this morning in central Pattaya and after multiple requests for the Bank Letter over the past 2 weeks they finally provided it to me. Just in time as my next stop which was immigration to renew my retirement extension. In-and-out in 15 minutes and got approved. I either got lucky or the Bank has changed its policy regarding the bank letter...possibly because of too many customers getting angry and closing their accounts, Who knows.

I use MOTS for both car and motorbike license renewals. No more pain or frustrations. They do everything including getting the certificate of residency. They charged me 3,000 baht for my 5 year renewed car license...their driver takes you twice to Banglamung...no hassle whatsoever. I avoid using agents here - but for my drivers licenses it's a different story. That Banglamung process is a nightmare otherwise.
