The treasury has borrowed money from the trust fund and the Government has to borrow more to replenish the trust fund. The USA is too expensive for people who don't have sufficient funds. Retirees with average SS income of $2000 (assuming another $1000 for spousal benefits) and a house is on extremely tight budget after paying for Part B, Part D, and Medicare supplement insurance (minimum $800 for a couple), one is left with only $2200.
