Right now, thanks to the efforts of environmentalists, the west has rapidly reduced it's dependence on coal-fired power plants. Who is it who wants to bring them back? Who wants to actually build new ones in the United States? As for China, most new solar and wind power that is being installed in the world today is being done in China. Their use of coal to generate electricity is already declining.
