What do you mean by livable? Most Indian cities are no worse than the likes of Indonesia and Philippines these days (and infrastructure is actually better than Vietnam). Smaller cities are pretty much better than the equivalents in Laos/Cambodia/Vietnam. The problem is how you get access to any of that. India does not expect, want, nor is it designed for mass tourism or expat tourists. The average Indian does not go out of their way to help tourists as South East Asians do (though nothing different to westerners in the west).
