  1. I'm dismayed by all the violence, particularly sexual attacks by the teens in Pattaya!

    The current issue of Pattaya Mail describes three separate attacks again thai girls of 13, 14 and 15 years perpetrated by nine youths 13-19 years.

    Is anyone listening or paying any attention to these disturbing developments?

    Is their only answer limiting the hours of sale for alcohol and cigarettes and shortenning the business hours of falang-oriented bars and go-gos?  Does anyone believe these actions will even remotely address the problem?

    I'm trying to relate it to cities of the same size back here in the midwest and I can't imagine it......

    Central Pattaya is becoming a unsafe place away from the main tourist areas where the police do a good job of policing. Most drive by shootings, fights etc seem to occur between 3rd road to Sukhumvit Rd. I still recall an interesting discussion with a Hi-So Thai man about the lack of policing in this area and his reply was "why bother, they are nobody Thai's up to no good - let them kill each other if thats what they want to do " - He truly believed that any respectfull Thai would not be around that area at night and therefore in his mind why worry about it.

    Personally, I think a lot of it has to do with unsupervised teenagers that are here without their parents and are totally unsupervised. This kind of thing does not happen on the same scale in other smaller towns where families live as a whole unit.

    Pattaya does have a tendency to bring out the worst in both Thai's and farangs.

    I feel that most people would want title deeds to the land and house they buy, as the land hasnt been divided, which i might add costs 3,500baht per plot and there office is at soi 17 right next to soi thepasit and it takes 4 weeks for them to come and put the concrete poles in, i really cannot see why this has not already been done.

    Also if you use city hall to draw up the plans for the houses, they are obviously passed and you can start building from the first day you approach them and tell them the design you want and pay the inital deposit, plans for a 4 story 6 bedroom 7 bathroom house with permits etc cost 35,000baht, ok you could use your own architech etc but that will still be over 10,000baht and you will not be allowed to start until the plans are passed by city hall which will generally involve many visits over a few months before you get your building permit to start, and then they will probably keep sending inspectors down to hassle the building process...

    what if you know a bloke, who knows a bloke, who knows a bloke?

    do you really bother with the above or just get on with the important thing for now, sell the buggers and hope they all sell!

    normally, if you are building a small village you would sub divide a couple of plots and sell them off built, this is to avoid tax, every few months you would subdivide a couple more plots, now why would a company that from what you are saying are selling 20,000,000baht houses would even try to evade the tax? thats the only reason i can see for not subdividing, and if a company is willing to evade tax what other things are they willing to do that maybe technically wrong under the present laws?

    I think you summed it up very well Dave - Too many loose ends and when your talking about substantial amounts of cash payable to a person who could flit off at any time, your taking a big risk.

    this ain't like buying a gogo bar or even auctioning for one, oh and by the way theres progress payments, so like I wrote you sell them first and whilst you are waiting for the money to be transferred you get all the paper work in place.

    My experience of blokes who know blokes who know blokes has invariably ended up with nothing being delivered except broken promises. Too many clowns in this country think they now important people and then nothing happens. Now that is not a negative comment on the developer of this project. For all I now he could well be an honourable guy that will deliver on what he is intending to do. However what happens if he does not or cannot for any reason. Your the sucker left to pay. Too big a risk in my book. Had this been a major developer like Raimon Land or Land & House, I would feel more comfortable but they are not exactly in the premier league of developers.

    The prices in View Talay are getting unreal. I saw one place going for about 5,600,000 baht and it was a about 100 sq M. Frightening, but it looks like it the old story of farangs trying to up the price all the time. But as they say the market determines what people will pay for something and people seem to be paying it. Personally I think the security in View Talay Condos suck - I have never been stopped and asked where I am going or who I am going to see, which is commonplace in better condo's around town. Also the location is away from the beach but the prices are getting to the level of absolute beachfront. The thing in its favour though is the very low service fee's - they are very small.

    Some sales agents are trying to sell me Raimon's condos:

    1. On Asoke/Soi 16 Sukhumvit

        They insist that it is a short distance to BTS. It is more like 20-minute walk,

        passing through a big & busy Asoke road. The Lake is

        selling around Bt85,000 for its lowest floor.

        I saw this condo at night. It uses reflective glass for its windows. You can only

        enjoy the night view, if you TURN OFF all of the lights inside your condo.

    2. On Saladaeng

        The remaining units are on Floor 2 at Bt86,500. I can see immediately I would

        endure the  smell and loud noise of the tuk-tuk/motorcycle every morning

        carrying people to work from Silom road to offices on Sathorn.

    Please let me know where I can buy Bt50,000/sqm a new high-rise luxury condo in a 5-star hotel complex, I would like to buy it.

    I am staying in apartment with balcony now. Believe me it's more hardwork to try to clean the balcony (due to dust in Bangkok) than getting the benefit from it.

    I think I would go for the Regent condo's next to the Four Seasons Hotel (the old Regent) - because of the 25 yr leases due to Crown Land, the prices are always lower than other projects but they seem pretty well put together. Big plus in my mind is that they are actually built. The cynic in me says be very very wary of an unbuilt development, whoever the developer is. If your buying to live in it, the 25 yr lease should not pose too much of a problem. Even better if your planning on renting it out as the returns are much better than other projects in the mid term. But personally I would not buy a condo in BKK as I think they are way overpriced compared to rental costs. a 3% return on investment + all the hassle does not get me excited about the BKK condo market.

    I would agree with you though about access for the new Regent location. That side of Sukhumvit is way better than the even numbers side but poor relative to other areas. Have you looked at the condo's on the river on Rama III? Easy vehicle access but no BTS.

    Stems from an attitude on Qantas that the flight attendants are not there to serve you but to assist in saving your life in an emergency. Could not believe it when I heard a female stewardess say exactly this to a business class passenger who must have commented that the service on that particular flight was unprofessional (and it was truly crap so he had a point!!)

  8. Before buying a unit in this condo project, I would like to know what other people think about this new condo project:

    The Regent Residence is a very good condo project, for the following reasons:

    1. Part of hotel development. The name “The Regent” will add much higher premium to the residence, when compared to Madison, Fullerton, Hampton or any other condo you can name. Grande Asset has signed contract with the Regent Hotel for 20 years to manage its hotel and condo and another 10 year of option for Grande Asset to extend the contract.

    2. Good maintenance will be enforced on the condo building, since Grande Asset will make the condo and their hotel, both look good, to be able to attract business.

    3. High-rise luxury condo instead of low-rise luxury condo. If one wants to buy low-rise luxury condo, s/he might as well buy a house. By staying in a high rise condo, one could hope to enjoy QUIET living environment (away from tuk-tuk and motorcyle’s noise) and better AIR QUALITY (pollution is a lot less at high floor condos). Some people also live in high-rise condo to have the VIEW of a city. High floor condos are also associated with higher PRESTIGE. In Hong Kong, for example, people would congratulate someone who is moving to higher floor apartments but would pity him/her if s/he moves to lower floor apartments. People are upgrading themselves from smaller to bigger apartment, from lower to higher floor apartment, from C-class Mercedes to S-class Mercedes, etc. That is the exact reason why penthouses are located on the top floors instead of ground floors. So those developers who built low-rise luxury condominium clearly are conflicting in their own reasoning, why LUXURY but yet LOW-RISE. These developers probably have never lived inside apartment and only imagining apartment/condo living from their comfortable big mansion houses.

    4. The Regent’s location is only 1-minute of walk from BTS Nana and 5-minute of walk from MTR Sukhumvit.  People in cities like Jakarta are abandoning their suburb homes to buy condos close to the city’s center. With higher gasoline prices and long commuting time, people are starting to realize that by living in suburbs, they are spending so much money on gasoline and aging so much inside their cars. Even in New York and Tokyo where commuter trains are well developed, people are moving closer to Manhattan (away from Brooklyn, Queens, which drives up Manhattan condo’s prices http://www.manhattan-institute.org/html/cr_39.htm ) and Tokyo’s city center to enjoy more of the night life and spend less on commuting time as in the recent trend as reported in http://www.mid-tokyo.com  Hence, those Bangkok suburb home will be a difficult sell in years to come, as people start to realize the value of living close to the city center.

    5. Grande Asset is developing the condo directly under the same company, which is already listed and can easily raise money if needed. Grande Asset has secured long term loans for the development of their properties as can be see in note #18 on their financial statement http://capital.sec.or.th/webapp/corp_fin2/...mb_comp_id=0718

    Grande Asset already has Grande Westin Sukhumvit under its portfolio, and the Narula family which is the second biggest shareholder has Grande Sheraton Sukhumvit. Other developers on the other hand built separate company for each of their condo development so that it will protect them, in the event of the project’s non-completion, from lawsuits of those buyers who have put in their money with the developer.

    6. Chuwit Park across the street from the Regent. The availability of public parks within the Regent is a big advantage. Besides Chuwit Park, the new Queen Sirikit Park, which was the former site of Tobacco Monopoly, is within distance.

    7. No Balcony is a BIG ADVANTAGE. Bangkok, being a dusty, hot and polluted city, prevents people from enjoying moment of stays in balconies. Balconies, therefore, prevent full view of a condo (one needs to go outside to the balcony to have a better view). Furthermore, more often than not, balconies are misused to dry clothes, put leftover furniture and plantation that would make overall building look ugly. It took strict enforcement of laws for cities like Singapore and Melbourne to prevent people from hanging clothes on the balcony. Hong Kong has yet to achieve this and you will see ugly apartment complexes in Hong Kong with clothes hanging all over balconies. Worse, balconies are used for people to end their lives. Remember Leslie Cheung who rented penthouse suite with balcony at the Mandarin Oriental Hong Kong only to kill himself. Once there is a homicide in an apartment, no one will want to buy/rent the unit. Most Hong Kong apartment developers nowadays opt to build apartment with completely glass-enclosed balconies that are protruding outward from apartment to enhance the view and to prevent people from jumping from balconies. Moreover, balcony cleaning is up to individual owners, as window cleaners do not clean balcony.

     

    When compared to the Athenee Residence, The Regent Residences have several advantages:

    1. The name “The Regent” is more opulent than “Athenee.” The Regent Hotel Hong Kong and the Regent Hotel Beverly Hills are two such examples, whereas Plaza Athenee hotels are hardly known.

    2. The Regent’s price (6th Floor: Bt85,000 – 37th Floor: Bt100,500) is more reasonable  than the Athenee’s (8th Floor:Bt100,000 – 38th Floor: Bt120,000)

    3. Small units are available on high floor for Regent, whereas Athenee have only large units on high floor making high floor units very expensive(costs more than Bt25,000,000.)

    4. In terms of architecture, the Regent is much more elegant than Athenee residence. The Regent is designed by WATG, www.watg.com , one of the foremost architect firms for hospitality industry.

    5. No balconies in the Regent, making the overall building appearance more tidy and more or less what the architect has pictured it. The presence of balconies in Athenee will tempt tenants to put plants, cloth hanger, unwanted piece of furniture that would make overall look on the building unsightly.

    Personally I think they are overpriced and unlikely to get finished if there is a recession next year in Thailand. Also, there is no Regent hotel in Hong Kong anymore, its now owned by Intercon hotels.

    On the positive side, the location is always going to be in demand.

    The quality of the building is not in question and the brochure looks very well put together. The point is that the land has not been split - any lawyer would advise against purchasing as part of their due dilligence process. Also why only in Thai when the developer or front man is a farang and the rest of the brochure is in Thai and English. Sounds like too much missed out to me, but as always in Thailand its a case of buyer beware and doing their homework. Might well be satisfactory answers but its very easy to get caught up in the heat of an auction and overlook little things like who is going to own the land and how is it being split/sold.

    Anybody with common sence and money is already asking these questions - my friend as an example has decided not to bother even attending after he spoke to his lawyer in BKK this morning and he can well afford a 20,000,000 baht property. He is not even interested in assurances to split the land, he is only prepared to buy somewhere that is already split and with correct planning permission granted. So hardly out of his league - perhaps he is a bit too smart which is why I have never seen him scammed as he does his homework and asks friends and professionals their opinions.

Got to admit i saw the adds, from the addys i assumed they were already built, i just couldnt understand why i hadnt seen this new estate when i only live at the other end of soi thepasit, then i saw the no low limit price on it, ie you bid 50,000baht for your house and swimming pool and nobody else bids it up, u end up with a nice house and swimming pool for 900 quid, then i thought if something sounds to good to be true then it aint true, we shall see...

    Somehow I suspect that there will be multiple bidders who's role is to bid up all the prices. Entry is restriced only to people who have pre-registered and show either cash or cashiers cheque for 250,000 baht instant deposit and there is also a little clause saying the auctioneers reserve the right to exclude anyone from the auction that they choose. Thats all in the brochure, in English. Cant help but agree though with your latter statement.

    You have no chance of even getting a phone line in an apartment for that price let alone hi-speed internet. Adding another 0 might get you what your looking for. Si Rahca accom is expensive due to number of foreign companies in the area and the large proportion of Japanese living in the area.

  12. Looked through a friends copy of a brochure he picked up when he viewed a new development being auctioned of soon. He seemed quite keen on attending the auction and asked me to look over the brochure when I was down in Pattaya this weekend. The ads are everywhere so most Pattaya residents will likely know the place I am refering to.

    Very well put together brochure and for the most part its in both Thai and English. I did notice however on the back of the brochure is some Thai text (no English translation) that refers to the fact that the land has not been subdivided and planning permission has not yet been granted. Furthermore, the owner of the land has registered capital of only 2,000,000 baht which for a 10 rai 20 odd house development seems rather low. Granted, this is consistent with the law in so far as they are stating it, but why only put it in Thai, when I assume most buyers would likely be farang. Rest of the brochure is in both English and Thai but the very important fact that the development has not been granted planning permission nor have they split the land to create new chanots left a sour taste for me.

    Perhaps I am being paranoid but if anyone is thinking of going along and bidding, make sure you do your homework first - might be nothing wrong but another acquaintance of mine got scammed when he put money down for land that had not been subdivided and when the farang developer went to do it the local council said it could NOT be subdivided for housing as it was zoned for farming not housing. Not funny but he did not check first and took the developer at face value.

    -          HIV: 180 Baht**

    -          Chlamydia: 700 Baht**

    Hepatitis C (Anti HCV): 580 Baht**

    I have no idea what some of the stuff is (above).

    I enquired about getting an HIV test at Bumrungrad. I was told this would not be possible without first seeing the doctor for a consulation. Bearing this in mind, the overall cost was much more than 180 baht. I can't remember the exact figure, but maybe something like 1,500+ baht. I don't know how much it would cost for a regular customer at the hospital. As all I wanted was the test results printed on a piece of paper, I got the test done elsewhere.

    Thats because they dont want you jumping out of their hospital window if the test proves positive - quite routine for anywhere decent these days undertaking HIV tests, essentially in the pre discussion, they advise that even if the test is positive, that treatments are available and that HIV is now considered a manageable disease along the lines of diabetes (assuming of course you have the money to pay for lifelong treatment or a benevolent home healthcare service that provides free medicines). Far better than the average clinic where the doctor just says, sorry - do you want me to run the test again and lets the patient leave without any follow up like they did when she had her 3 monthly checkup for her bar.

    Bumrungrad uses at least 2 different tests including western blot test and this gets double checked at another hospital. They do not do the simple Elisa type test on its own and the HIV specialists at the hospital are VERY competent, which is why they insist on someone seeing one of them before they do the tests. Reason I know this is that I pay for a girls treatment and have been there on many occassions for her follow ups with the doctor (and of course to stump up the cash for the medicine !!)

    Ah Twiglets, a long forgotten delight. Unfortunately have never seen them here but on a similar vain, Walkers crisps in the rip off supermarket by View Talay condo's in Jomtien all have their expiry date very carefully covered over by the Thai ingrediants sticker. Only reason I noticed this is I brought one and they were way past the expiry date but still being sold at 50b packet :o

  17. Basically what I'm saying is that the only people I've seen go the work permit route were either big company sponsored or doing a real business, such as a gem stone cutter in Bangkok.

    Not only is it possible to set up a company with no work permit, it is commonly done. 

    I think you may be right on the Non B visa, they are cracking down.  You need to get the first Non B on the company prior to getting the work permit anyway.  They need to scrutinize the company to find out if it is suitable to grant a work permit, another gray area.   

    The reason for people setting up companies is asset control, whether it be a house, property or small trading business.  Normally these people do have a trusted Thai (eg. wife) who can act as a director.

    My only recommendation is before getting a work permit, unless you have someone doing it for you, check out what is involved by talking to someone who has one (not done for him by a large company).  Once you opt in, it is a hard club to get out of.

    I have set up a company here and have a work permit - sure its not as easy as being on the fringe, but for me, sleeping easy at night counts for a lot. Any type of business that involves real estate will in my opinion be investigated at some point. I have been tax audited before here and the authorities were very satisfied but the passing comment was that in Chonburi at least, the revenue department is going after farang owned businesses as they are easy targets from whom to get tax revenue's and cause less 'disruption' than going after Thai's - we are not talking about tea money here - these guys were clean and looking for companies that are not doing their accounting properly and paying correct taxes.

    Now imagine a scenario where the tax authority comes up against a farang company actively trading or developing property, which would assume a turnover of at least 10,000,000 baht a year and find they are not registered for VAT nor are they declaring true income and outgoings for building materials, sales income etc or maintaining even a company bank account (which of course you cannot open without a work permit) - things start to looking very difficult and thats before the tax authorities ask why you or your wife are not paying income tax on anything. Not so easy to hide behind the wife particularly if she has not got a clue how to deal with highly educated tax inspectors with the scent of a big tax collection. For the sake of doing it properly, I have no regrets about which route I chose.

  18. No need to bribe anyone - Thai planning laws take no notice of asthetics - just so long as its certain distance from public roads and set so far back from beach, pretty much anything goes. Its the dumb farang that buys them that makes them build more.

    He was the manager only, not the owner. And he is going to be the manager at the new place too. Just because a manager leaves doesn't mean the place will close. Are you sure of this?

    My understanding is that Royal Garden are NOT renewing the lease - seemingly they want to put a Marriott run venue in its place. Probably has not helped Shennanigans when Royal Garden put a 2 meter wall up around the front of the pub :o

    Understand he is the manager only - seems one of the owners is currently in Jail in Jakarta on tax evasion charges !!!

    But I agree the Pattaya Mail is useless, Pattaya Today is much better but needs to be weekly. If I see or hear anything else about how good the Malhotra's are I will scream.

    The mention of Coca Cola seems a bit of a red herring - Coca Cola are a minority partner of Thai Pure Drinks who have the rights to bottle and market CC in Thailand.

  23. Latest on this is that my passport is with the others at immigration and being processed.

    Once it comes back we are flown out to get our 3 month visa, whatever name that goes under.

    90% of the sixty odd farang staff working for the company have already recieved their wp's and as I joined the team a little late, that's why I'm with the other late commers, but it's in the bag.

    I can't stop working and start again when I get it - in fact, I don't have a single day off between now and Feb 22nd.

    My god you are naive beyond believe. You are working illegally, have no passport, no doubt have never signed any work permit application forms (and I am sure you would remember it - your arm nearly falls off after signing so many pieces of paper) and are saying you dont have a day off until February !!! Sounds like a boiler room of the first degree :o:D

    Get yourself together and get out of that place, remembering to get your passport back.

    Have you ever seen any of your co-workers work permits? Not the bosses but your co-workers - by law they MUST hold the blue book, not the employer.

    Sixty work permits are almost impossible number unless your employer is General Electric or IBM, employing thousands of Thai's and more zero's in the capitalisation from that they run out of space. Somehow I cannot see this business have BOI approval for unlimited work permits !!!!!
