He didnt ask for any other investigation, only on biden.

Investigation into Biden has just started. Not illegal to ask a foreign govt to look into corruption does not matter who it is. Biden does not get a pass this time because he is a Democrat. 

The Democrats are trying to impeach Trump for trying to expose a crime and then elect the person who committed the crime.
