To be fair, when I was younger, me and my mates did some insane s***. Not in shopping malls, but out in the fields or park away from view. I remember we had a competition to see who had the balls to jump from the greatest height. Looking back we could have broken our legs.
As dumb as some of the stuff we did, I wouldn’t change my childhood for the ones most kids have now. No way. The outdoor kid generation from the 80s and 90s was a brilliant experience.

2 weeks before the due time, photo copy your passport relevant pages, fill the form that you download from the web, add a stamped envelope with you return address on it, and wait. After a week or 10 days, you receive the confirmation of report by mail.
I do it always. Save a lot of fuzz.
Because I always do it online. The earliest you can do it online is 15 days before, and the latest is 7 days before you're due. I did it in-between and it didn't work. It didn't work 'cos I have a new passport.

Because in Thailand, the higher up you are, the more important-sounding job titles you can claim. You just magically know everything about everything. I recently saw a very high-up dressed as a judge - and he doesn't even have a degree.

If you want people to spend at least 10 million baht (330k US give or take), you're going to want to offer more than 5 measly stinkin' years. Why would you spend that much cash on a place that will more than likely not increase in value or will be very difficult to shift. Then you have the worry of what to do for a visa after 5 years.
Stop with the childish caveats. Make it so people are genuinely rewarded for investing. It's not as if a visa really costs anything. Foreign investors can't exactly get a job driving taxi or working in Seven - nor would they want to. There's no welfare to be claimed. No free medicare, etc.
It reminds me of my brief stint working for a Thai company. When negotiating holiday allowance, they agreed to it reluctantly and then tried to say that I'd have to work certain public holidays if I wanted the few extra amount of personal holidays. I explained how that would be of no benefit to me and their logic made no sense.

Many, many, many people are reporting issues with getting past the first page of the web or mobile app.
No one is certain what the underlying issue(s) may be.
Some report being able to file online with a new passport. I officially transferred stamps to a new passport, still couldn't file online. Left the country and returned (Feb. 2020), still couldn't file online. Filed in person, and the next time I couldn't file online. I was able to file online reports, maybe nine-ish, previously ("old" passport). I'm not comfortable using the old passport hack.
There has been some second-hand unverified acknowledgement from Immigration (on a FB group) that there is some "issue" preventing many people from filing online.

Yea, had to go to Muang Thong. Was fairly painless. The whole process only took about 45 mins. Lady said next time I can do it online. Hopefully so.

Flew to Phuket once and completely forgot my passport. They accepted my UK driver’s license no questions asked.

I can’t seem to do my 90 report online (I guess cos I have a new passport). Does anyone know if it can be done at Changwattana or does it have to be done at the centre in Muang Thong Thani?

It's really rather simple. Whoever is buying the alcohol has to show ID online and when receiving the drinks. What that person can to do with the alcohol would be no different to what a person instore could do with it after they buy theirs.
You could even have people from the relevant agencies trying to purchase alcohol illegally online. If they succeed, you can hand down big fines and announce it to the public.
I can't see any scenario where it would be easier for an underage drinker to buy it online than it would be to get it from a bricks-and-mortar Seven or Tesco, etc. In fact, I'd say it would be more difficult. Oh, well. Guess they'll just have to go to their local mom & pop shop and say it's for the old fella.

Yes, sending a rocket to the moon is the single measure of whether a country is developing or not. Who cares about facts like poor education, pollution and rampant corruption. Don't need to know if said country has low industrialization or low human development - just need to know if a country has sent a rocket to the moon or not.
Again, pure face over all else.
Sort out the pollution, for Christ's sake.
