Flying from Samui to Chiang Mai, how easy?

Hello, this is mostly a question about Covid restrictions. I'm in Samui at the moment and I want to get back to Chiang Mai.

 

I want to be able to fly from Samui airport to BKK, change, and go on to Chiang Mai. 

 

I will have to do that with two airlines as Bangkok Airways now only goes from Samui to BKK (not BKK to CNX anymore). But I'll be able to get a ticket with another airline to go from BKK to CNX.

 

So my question is: will I be able to do this? What restrictions will I face in Chiang Mai? Will I have to do home quarantine? Do I have to get tested before I go? 

 

Where am I able to find out this info?
