I know that in Thailand many veicles fall between classifications and simply can't be registered or insured. Quad bikes for example. In that case it would be a moot point having a license anyway! However, it is possible to get insurance for a lot of vehicles that are not eligable for a license plate Skylabs have no license plate, but can still be insured, no problem. Quads can be insured, but no license plate. Charly's (small motorbikes) can be insured, but no license plate. Shop around for insurance if refused by local insurance agents/firms.
