Top army, navy units readied for dispersal

BANGKOK: -- Elite forces from all three branches of the armed forces and police are being mobilised to carry out operations to remove red-shirt demonstrators from the Rajprasong intersection in Bangkok.

The rules of engagement are modelled on an emergency plan after 2003 when the Thai embassy and businesses run by Thai firms in Phnom Penh were burnt down by a rowdy mob.

Thailand was reportedly ready to go to war with Cambodia, with combat units readied and F-16 fighters put on standby for possible aerial attacks.

On Saturday evening, Army commander General Anupong Paochinda called a meeting of military commandants, the chief of staff and the acting police commander to discuss operational readiness of all units involved.

The meeting agreed that the military would no longer tolerate armed terrorists blending in with red-shirt mobs in Bangkok.

Army units to be used are capable of "special operations". They include Task Force 90 - a heli-borne infantry assault unit, the 31 Infantry Regiment and red-bereted Army special operations forces. The Navy would dispatch their US-trained SEAL commandos and the Marines Force Recon strike force.

The Air Force will rely on their special operations commandos while the police would dispatch 191 SWAT commandos, anti-terrorism Arintharaj Force and paratroopers.

A joint intelligence report concluded that the armed men were recruited from three groups of people: separatists in the South, mercenaries from neighbouring countries, and paramilitary men trained by active officers allied with the red shirts.

Whatever sources they are from, the prime objective of the coming operations is to deal with the "armed third force", coupled with red-shirt masses travelling to Bangkok from Monday to Wednesday.

All tall buildings nearby Rajprasong intersection are now manned by security officials.

What remains to be seen is whether these units will accomplish their mission - neutralising the armed terrorists, in line with a recently concluded hard-line determination by the Centre for the Resolution of Emergency Situation.

Reds receive stern Army warning

BANGKOK: -- PAD re-emerges to give government an ultimatum; security forces will never allow a repeat of use of force against anti-riot troops, Army spokesman says

The Army yesterday gave the red shirts a stern warning against staging a rally on the prohibited Silom Road - as the crisis grew more complicated with the People's Alliance for Democracy re-emerging to give an ultimatum to the government.

Security forces would never allow a repeat of use of force against riot troops, Army spokesman Colonel Sansern Kaewkamnerd said yesterday, suggesting tough measures will be used to stop the protests spreading from Rajprasong intersection to Silom Road.

However, Sansern said troops will only disperse the red shirts when the timing is right.

"If I say when, the operation is doomed to fail," he said.

The rally by the red shirts, due to held on Tuesday, was just a gimmick to use crowds as shields to safeguard leaders facing arrest, he said.

Numbers at Rajprasong quite a lot, he said. The crowd surged to around 13,000 on Saturday night and dropped to about 4,000 yesterday morning.

The anti-riot force would not allow the reds to parade around the capital or set up a new site at Silom, he said, vowing to contain the rally where it is.

He said a number of special operations teams were dispatched to stakeout high-rise buildings around the rally site in order to prevent any infiltration by armed terrorists.

Crowd control measures would be stepped up and protesters discouraged from entering Rajprasong. Police will issue citations for those who refuse to heed warnings at the barricaded zone.

"Whatever happens, there will be no repeat of assaults against the riot forces, seizures of official vehicles and arms," the Army spokesman said.

He said the riot forces were under strict instruction to exercise restraint but would have the right to repel life-threatening attacks. He also ruled out concern over the enforcement of martial law.

Red-shirt leader Jatuporn Promphan said the government had veered off course by trying to fault the red shirts for harbouring terrorists in their midst.

Jatuporn demanded the red shirts have equal access at stakeout points set up by the riot forces. In the April 10 violence, a lot of people were shot dead by gunfire from buildings, he claimed.

Red-shirt leaders insist Silom protest will go ahead

Red-shirted leaders still insisted on a protest on Silom but were vague on how it would take place, only urging red shirts in rural areas to travel to the capital and take part in the upcoming mass rally.

Metropolitan Police Region 1 commander Maj-General Wichai Sangprapai said he was negotiating with the red shirts - to try to limit the rally near Siam Discovery to Pathumwan intersection, and to shift loudspeakers away from Chulalong-korn Hospital.

Police have beefed up security at Bangkok Bank headquarters after the red shirts threatened to rally on Silom Road.

Businessmen for Democracy Club secretary-general Pornsak Limboonyaprasert said any protests on Silom would inflict untold damage on the business community.

The PAD, meanwhile, gave the government seven days to resolve the crisis with the red shirts or the movement would organise counter rallies which could have unknown consequences.

All core leaders of the PAD, except Sondhi Limthongkul, and about 3,000 ranking members turned out at Rangsit University auditorium to "brainstorm" a way out of the political predicament.

It was the first gathering of the yellow shirts from across the country since the red shirts began their Bangkok rally on March 12.

"The red shirts have caused polarisation with words like 'prai' and 'ammat' but their real intention is to mobilise the masses as a means to transform the political system," Chamlong Srimuang said.

The violence on "Black Saturday" would not have erupted with so many soldiers killed if the government had taken effective legal action against the red shirts, he said.

Somsak Kosaisuk said any drastic reform of the government system should come via Parliament.

"I believe Thais don't want chaos," he said, referring to the violence-prone street protests by the red shirts.

Pipop Thongchai blamed fugitive former prime minister Thaksin Shinawatra and Pheu Thai Party chairman Chavalit Yongchaiyudh for the April 10 violence.

Hardcore leftists and certain remnants of the nowdefunct Communist Party of Thailand had teamed up with the red shirts to try to trigger a civil war, he said.

The PAD issued a statement condemning Thaksin and his army of red shirts for trying to incite a rebellion.

Pheu Thai Party, the red shirts and a private army were seeking to agitate the public, leading to an uprising, it said in the statement.

You've got it turned around 180 degrees. The gov't is not illegal. It came about similar to the Thaksin, Samak and Somchai governments - via coalition building among elected reps according to a parliamentary system. It's not the most solid coalition, but it's no less legal than the two preceding gov't's, and Thaksin was holding on by the skin of his teeth with a self-imposed 'caretaker PM' position that was past its due date when the military stepped in with a bloodless coup. Where were the Reds when the coup happened? Not one iota of support for T nor one peep of protest at the time. Why were the Reds not protesting when Samak and Somchai were put in the power seat (?) - by similar constitutional means as Abhisit.

The 'mad Rambo colonel' you mentioned was an army officer doing his assigned job - who was specifically targeted by rogue elements of the Red Shirts. A laser was shone on him, then a smoke bomb was tossed at him (to further target him), then immediately a grenade was tossed - which killed him and wounded soldiers in his vicinity. Few if any security forces worldwide would have had the self-control that Thai forces showed on April 10th. Most forces would have immediately gone to full tilt destroy mode (that's what military are trained for, to kill and destroy) .....and gunned down a slew of Thais - Reds and their automatic weapon totting buddies in black. If that had happened, then you could rightly call the colonel 'mad Rambo' Instead, you had an ill-led, overly cautious, non-vengeful military that night - and hence, much less bloodshed than would be expected in such circumstances.

The government keeps hoping to scare the red shirts away without having to actually do anything. They're kinda like the UN, "You really better stop now and go home, or else we're going to forced to threaten to disperse you again or maybe issue some more warrants."

Substitute the word 'Reds' for 'PAD' in your missive, and it would just about make sense. As it is, you're totally off-base. To use words like 'fascist' and 'true sheep' and 'little minions' and 'no brains' to describe the government is silly at best. It's a good thing we don't have wrong-headed alarmists like you trying to iron things out in Bkk. There is enough of that already - with the ridiculous Red Shirt leaders' shrill rhetoric.

if you don't, then its good strategy to instill a little fear in the enemy

let them know and see whats coming and give some time for those who don't have the stomach for a fight to leave

this article gets to the root of the problem in trying to remove these protesters

the authorities have allowed then to get comfortable, they are well fed and watered

they have bathing facilities, toilets and entertainment.

if it came to a fight they are well rested and ready for it

the authorities should effect some measures to change that situation before making any efforts to move them

a little sleep deprevation would go a long way towards success

so lets bring in some huge mobile disco units, surround the site with them safe behind army/police lines and serande them with some very sad Thai songs that refer to dead relatives, lost loves, long dead favourite buffaloes, loss of sons, daughters, motorbikes etc

lets set the tone for a massive loss, lets get people thinking about a loss/death of a relative.

lets get them thinking about their own mortality and how their death might affect their family

lets get some huge projectors and use it to project images onto nearby buildings, of their beloved leader and his HiSo family enjoying the high life on his private planes, private yachts and reflecting his extravagent living in expensive hotels.

there is no need for sound, just add subtitles that tell them how Thaksin is spending the money he stole from them and how he is travelling the world in luxury whilst they sleep on the streets.

a general mood should be created of anticipation of an attack by the troops

one that will come in the early hours

paranoia should be introduced at every opportunity

the minds of the combatants will do the rest

have them dramatically drop down ropes to the roofs SAS style

these guys do not need to actaully be military, they could even be amateur mountaineers, no need for them to have weapons

tell them if they feel sleepy they should report to the medical tent immediately

Tthe redshirts themselves have already deployed massive speakers playing sad songs alll night long at eardrum shattering levels. They are sleeping fine, but it's sure keeping me up at night. Any louder and the sonic vibrations would cause their heads to explode.

You red supporters just can't get your stories straight can you?

First you say Abhisit is a stooge of the "elite" PAD, then you say the PAD are doing something for their masters.

First you say Abhisit is being controlled by the army, then you say that everything is his fault because he's controlling the army.

And you really should try and stop watching Red TV and read a little bit.

- The PAD do have a party - NPP.

- They don't have a mandate yet, because they haven't been in an election, and therefore no votes. That shouldn't stop them from saying what they want.

- If you do some research, you'll find they have policies.

- And they have just come out with a resolution. Hopefully they will get back in their box and not cause any trouble.

Now, as for the reds, they have a party of sorts, the PTP, who did very little while in government (as PPP) and have done even less in opposition. They have said they are on the sidelines of this protest, so they are hardly a party of the reds either.

With 40% of the country's votes, they don't have a mandate.

Their only resolution is to bring back Thaksin.

And although they talk about being for democracy, for the poor and against corruption, they have absolutely no policies on how to do this, and these are the ones that are actually in parliament.

The red democracy is "We want our government and if anyone protests against us, then watch out". They think that their party should be in power because they got 40% of the vote.

News for you reds! That doesn't give you the right to be in government.

Is there anyone in Thailand now now who was here in May 1992 when Suchinda was ousted ?

I remember two things about that time.

One was that opinions in Bangkok on the "riots" changed dramatically for the average working Thais.

Part of that was due to the (then new) cellphones. I remember a Thai friend, whose brother was part of the police auxilary, who was very anti-protestors at the time. His opinion was changed mainly due to what he heard over his cellphone and the police radio. Thais were saying things like,"No it's not the protestors who are causing the problems, it's the police who are shooting at the protestors. Come down here and see for yourself whats happening".

No correlation with the events now is implied. It's just that in 1992 it was the middle class, cellphones, and sattelite television that changed the Thai public's opinion.

And the second thing I remember was that meeting broadcast on Thai television between Suchinda, Prem, and his Majesty. But forum rules make it very clear that I can't talk about that subject, so I won't.

How about having some buses nearby to enable protesters to leave is they so choose. Give them an easy way to leave. However, only put enough petrol in the buses to get them to one or another transit station where they can get buses back to the villages in the provinces. If the buses had more petrol, then they could be used as rolling bombs - as happened with the Reds at Bkk during Songkran 2009.

However, there are some potential drawbacks with supplying buses:

>>>> Buses could be used as barricades, or otherwise used for nefarious purposes.

On 2nd thought, probably better to lose the bus idea. Perhaps better to allow protesters to walk or drive out of the demonstration area, similar to how they got there. Either way, it's important to allow them a relatively painless way to leave the site - whether by choice or forced. What we don't want to see is a confined area, with mayhem and bloodshed. ....like shooting fish in a barrel.

Buses use diesel, sometimes compressed gas, not petrol :):D .

Right now, there's a small group of reds around the entrance to Lumpini Park, not many - perhaps not even 1000.

They have blocked the intersection between Rajadamri and Rama IV and their speeches/music is loud enough for me to hear on the 25th Floor of an adjacent office building.

Silom Road is mostly shuttered up. It looks like a lot of the 'mom and pops' places are either closed or ready to close within minutes. They usually overflow from their shops into the streets but they aren't doing that now - so all they have to do is pull the metal shutters to close up. I see a few of the shops have put in metal shutters that weren't there before the Songkjan holidays, one of the 7-11s on Silom for instance has a nice new set.

There's riot police, army and navy guys around. The riot police do not appear to be carrying guns but the army are.

I guess it's decision time soon - close the office or not...

The whole situation makes it kind of odd that this is the first year in recent memory that the government hasn't declared a surprise extension of the official Songkran holiday period for an extra week, heh. Not that anyone but government employees paid attention anyway.

The fact that they have to resort to 'top troops' from three branches of the military suggests that they cannot depend on the rank and file soldiers in the rest of the military-

DIVERSIONARY TACTICS FROM A PREVIOUS POST

lets have some very visible substantial troop movements by some very heavily armed troops

preferably known to be from the south or the borders with Burma and Cambodia were they are used to dealing with insurgents

have them fly into Don Mueng live on TV

this should be highly publicised and rumours about what they are doing in Bangkok should be circulated to the reds

rumours should circulate that martial law is going to be introduced

rumours should indicate a shoot to kill policy is in place for those who do not obey the armys orders

rumours should tell the reds that they should write letters to their loved ones and family whilst they have a last chance to do so

let them think that every time they see the glint of the sun on a window its a snipers scope

this can easily be done by officials infiltrating the crowd

Forgive me if I'm mistaken.

But I thought the whole point of Special Operations deployments was that you don't tell the other side you're coming :)

thats true Crossy, if you want to surprise and kill them outright

if you don't, then its good strategy to instill a little fear in the enemy

let them know and see whats coming and give some time for those who don't have the stomach for a fight to leave

this article gets to the root of the problem in trying to remove these protesters

the authorities have allowed then to get comfortable, they are well fed and watered

they have bathing facilities, toilets and entertainment.

if it came to a fight they are well rested and ready for it

the authorities should effect some measures to change that situation before making any efforts to move them

a little sleep deprevation would go a long way towards success

so lets bring in some huge mobile disco units, surround the site with them safe behind army/police lines and serande them with some very sad Thai songs that refer to dead relatives, lost loves, long dead favourite buffaloes, loss of sons, daughters, motorbikes etc

lets set the tone for a massive loss, lets get people thinking about a loss/death of a relative.

lets get them thinking about their own mortality and how their death might affect their family

lets get some huge projectors and use it to project images onto nearby buildings, of their beloved leader and his HiSo family enjoying the high life on his private planes, private yachts and reflecting his extravagent living in expensive hotels.

there is no need for sound, just add subtitles that tell them how Thaksin is spending the money he stole from them and how he is travelling the world in luxury whilst they sleep on the streets.

if not explosives then launch huge fireworks every 20 minutes

send off flares to illuminate the area

it may even flush out the ronin warriors who could be taken out by snipers

have some snipers stationed with their spotters with a recording equipped spotting scope

that way when the kill is made it can be seen afterwards by the media to have been on an armed person, not an innocent protestor and therefore a justifiable kill

in the early hours of the morning stealth helicopters could drop capsicum onto the crowd using a crop dusting attachment

fire fighting chanooks could drop thousands of gallons of water onto the stage and take out the electrics and give then a songkran treat too

one could get unidentified bodies from the morgue, dress them in red shirts and leave them in areas near to the rally

they should be in a position where they can easily be found

it should be rumoured that there are reds in the crowd that are with the army and government and that they are picking off the protestors one by one

they should be told to look at your neighbour with suspicion and care

you might be the next victim !

what happened to the body beforehand should be well documented and can be proven as false flag bodies later when the reds point fingers at the Army

rumours to promote paranoia and sleep depravation should circulate all the time, maybe that the US has joined the fight, maybe the SAS, the Gurkhas or Mossad

maybe that private contractors from Blackwater have flown into to Thailand from Iraq

maybe a local building should be blown up by the army as a message to the reds

the paranoia value would easily cover rebuilding costs

the red who go home every night and return next day should be made to stay at the rally ground and told that a night attack is coming and they are needed at the site to defend each other

keep them there all the time with false rumours and deprive them of sleep too

if i was in charge these reds would not have more than 10 minutes peace day or night

their heads would be full with black magic, broken buddahs, defeatist thoughts, paranoid ideas and rumours

their imagination would do what the army cannot do at this time

ok, i have to get on now, other points to address, feel free to add to the diversionary ideas i have proposed

remember all should be relatively non violent and should intended to increase paranoia and sleep depravation not to take lives

once they are literally tired out then the army should attempt move them

less sleep=less fight

Using a plan modeled from a plan from a time when war with Cambodia was being considered. Hope they drop the F 16 role in the new model, air attacks on the red shirts could be a real test of pilot skill levels in flying.

Hahaha. I love it when I am proven right. In another thread I gave an answer highlighting the units that would be used and the relationships between the units and the commanding generals from classmates all the way to having served under General Prem with the Royal Guards. Well guess what kids?

31 Infantry Regiment = Royal Guards.

Army Special ops = 1st Army, and Gen Anapong loyalists.

What is being deployed is the RDF - The Rapid Deployment Force. All of the troops are from General Anupong's direct command and are derived from the First Army. The air component is under the absolute command of the army and not the airforce.

RDF, with its core provided by the 3rd Battalion 31st Infantry Regiment, is based at Camp Erawan in the 1st Army Region's Lopburi district. Formally part of the 1st Army Region, the RDF is actually under the army chief's direct command and can be deployed at short notice anywhere in the country. The RDF comprises two infantry companies; one airborne company drawn from the Special Forces; one artillery battery; one light-tank company; one engineering platoon; and an air-defense sub-unit. The RDF is the army's first battalion-size combined-arms formation. The Army Aviation Center (AAC) provides air support. The AAC inventory includes four Chinooks, approximately 60 operational Bell UH-1 and nine operational Bell 212 light-support helicopters and four Bell AH-1F Cobra attack helicopters

Guess what else. This is a defacto statement that the General trusts no one else. If you thought there is a divide in the country's military before, here is a resounding statement that the only troops General trusts are his own units. Talk about blowing off ythe other generals, or maybe those generals said no, we will not help. Hang onto your hats, because the seeds of a major rebellion have now been sown.

It would solve nothing for the government as they need to hang on for the military reshuffle- that is what it is all about really- lose the army and they lose the game

It would solve nothing for the country as it would just show that the next election results can be claimed to be illegal and the next colored shirt group protests until that gov't is forced out.. you really don't understand the long term effects here do you?
