Monomial
Here is the scenario: A Khmer national, married and living in Thailand with a family on a Non-O visa. He would like to be able to drive to Cambodia and back every weekend. Cambodia does not allow Thai registered vehicles, at least not outside the border provinces. It is possible for tourists to get permission from Phnom Penh to drive a Thai vehicle in Cambodia for a hefty fee, but this is not possible for a Khmer. The fees are high enough to make it economically impossible in any case on a regular basis. Previously, it was relatively straight forward to bring a Cambodian vehicle into Thailand, as long as a few restrictions were obeyed. So by creative scheduling, it was possible to keep the Cambodian car in Thailand for at least part of the year and drive it back and forth during that time. The rules have changed now to make this impossible. Since he is not a tourist (he has a Non-O visa), he can not get permission to drive into Thailand at all. So basically, both Cambodia and Thailand now have overly restrictive policies. Is there any legal solution in Thai law that would allow him to drive a vehicle back and forth across the border on a regular and ongoing basis? Does anyone have any kind of a solution for this scenario?
