In April 2017, 6th, 13th & 14th are confirmed holidays, it is quite possible that 17th will be as well, due to 15th falling on a Saturday.

and other calendars, specifically the one from Time and Date com,  show Monday the 17th as being a substitute day for Sat the 15th so would someone please definitively state whether Monday the 17th is going to be a holiday or a regular business day at Jomtien Immigration ?

I updated the file yesterday to  show the changes approved yesterday by the cabinet and it now shows the 17th as a holiday. Updated file:  Holidays For 2017.pdf

As an update to all on my personal experience yesterday I went to Lori immigration in Chiang Khan who after asking them three times 100 percent assured me ALL immigration offices would be open on the 17th. Still dubious I called jomtien immigration and surprisingly got connected to a helpful lady who advised they would not be open on 17th but as my visa expires on 17th there is no consequence if I do it on 18th as 17th has been declared a holiday.
